Due To Rising Energy Costs, Food Prices Are Expected To Rise Further In The Coming Months: Gan Kim Yong

Singapore: Minister of Trade and Industry Gan Kim Yong said on Wednesday (November 3) that food prices are expected to “further rise in the coming months” as energy prices rise.

In a written answer to a question from Member Wong Wai Chung (People’s Action Party-Jurong GRC) on the impact of supply chain disruption and energy cost increases on food prices, Mr. Gan stated that energy prices contribute to global food costs.

He added that suppliers may need to adjust prices to reflect increased costs.

“Food costs are affected by many factors, including import prices, energy costs, freight, labor, and seasonal weather changes,” he said.

The minister said that the increase in domestic food prices in the past six months was mainly due to “global food prices, energy prices, supply chain bottlenecks and labor shortages.”

In the past three weeks, five electricity retailers have withdrawn from the Singapore market, citing turbulent market conditions following the surge in wholesale energy prices.

Due to the COVID-19 pandemic, the global supply chain has been under pressure, which has led to reduced manpower, ship delays and bottlenecks in major ports around the world.

Mr. Gan said that the government will assist Singaporean households in reducing the impact of rising food prices through “various methods”.

“For example, the Social Services Office of the Ministry of Social and Family Development provides ComCare assistance to low-income families to support their daily expenses,” he said.

“In times of economic uncertainty, the 2020 Budget Grocery Voucher Program has also helped less affluent Singaporeans solve their household expenditure problems.”

Last month, about 160,000 eligible Singaporeans received grocery vouchers worth S$100.

“Singapore will continue to diversify our import sources to maintain price competitiveness and increase supply elasticity,” Mr. Gan said.

Eternals Is First MCU Movie To Be Rated M18 In Singapore For LGBTQ Scene

Eternals has been given an M18 rating by Singapore’s Infocomm Media Development Authority (IMDA) — making it the first Marvel Cinematic Universe (MCU) title to receive such a classification that bars audiences under 18. 

Directed by Nomadland’s Oscar-winning Chloe Zhao, Eternals — about a group of god-like superheroes who’ve lived on Earth for more than 7,000 years — didn’t receive its M18 rating until Wednesday morning (Nov 3), the same day it began sneaking, before opening wide on Thursday. 

Eternals, based on a comic created by Jack Kirby in 1976, is passed clean with no cuts and is rated M18 for “Some Mature Content”. 

By “Some Mature Content”, it’s referring to one of the openly gay character — a MCU first — played by Brian Tyree Henry. In one scene, his character, Phastos, an Eternal, shares a brief  kiss with his husband (Haaz Sleiman).
 

IMDA explains how it arrived at the decision on its website: “The film contains some homosexual references and depictions. One of the male Eternals is shown to have a same gender family unit including a child.

“In a later scene, the two same gender partners embrace and kiss before the Eternal leaves to carry out the mission to save Earth. 

“This would be more appropriate under the M18 Classification Guidelines which allow “non-explicit depictions of mild sexual activity or acts of intimacy (e.g. kissing and hugging) between persons of the same gender”.

The previous 25 MCU movies — from 2008’s Iron Man to the most recent Shang-Chi and the Legend of the Ten Rings — are either rated PG or PG13. While there have been M18 rated Marvel movies in the past (see Deadpool and Logan, they aren’t produced by Disney-owned Marvel Studios and hence not considered MCU canon. 

While Disney rep here has declined to comment on the rating, Zhao has previously addressed the censorship issue in an IndieWire interview. She said, “I don’t know all the details but I do believe discussions were had and there’s a big desire from Marvel and myself — we talked about this — to not change the cut of the movie,” she said. “Fingers crossed.”

In the US, Eternals is rated PG-13 for “fantasy violence and action, some language and brief sexuality”. Per the Internet Movie Database, the other country that has issued Eternals an 18-rating is Russia. Here are the ratings from around the world.

Some folks found Eternals’ M18 rating rather harsh; a more appropriate rating would have been NC16 (no children under 16). 

Local filmmaker Eric Khoo told us via Whatsapp: “The world is moving towards a more inclusive society — [the rating is] ridiculous.” 

A veteran exec with a cinema operator, who spoke on the condition of anonymity, said, “I have parents asking me why M18 and how they disappointed they can’t go with their kids.” 

He added, “To them, it’s an opportunity to teach them about diversity.” He also pointed out the IMDA’s decision continues to “treat all gender/culture issues with too broad a stroke.”

Elsewhere, one parent, who wished to be known as Linda, said she was disappointed that she couldn’t watch the movie with his 15-year-old son. “I thought it’s strange for a Marvel film to have such a high rating.” 

In any case, whether the movie is rated M18 or NC16, it doesn’t matter: her kid can’t watch it. In a cinema, that is. She said, “We’d just have to wait for it to come Disney+ a few months later.” (Point of reference: Shang-Chi, which opened theatrically on Sept 1, will premiere on Disney+ on Nov 12.)

Eternals (M18) opens in cinemas on Nov 4.

What Is Parliamentary Privilege And What Happens When It Is Violated?

Singapore: After Ms. Khan admitted to lying in Parliament on Monday (November 1), House of Representatives leader Indranee Rajah filed a complaint against MP Raeesah Khan (WP-Sengkang).

Ms. Khan admitted on Monday that she did not accompany the rape victim to the police station as she claimed in Parliament earlier in August, and that her previous statement on the matter was “untrue”.

She also apologized for accusing the police of mishandling the cases of sexual assault victims.

In a subsequent speech by Ms. Khan, Ms. Indranee stated that she “has no choice” but to lodge a complaint under Rule 100(7b) of the parliamentary rules of procedure, alleging violation of parliamentary privileges.

What is parliamentary privilege?
Parliamentary privilege means that members of parliament cannot be prosecuted or prosecuted for statements made in Parliament as part of their duties.

This allows members of Congress to speak freely on major issues without worrying about legal consequences. This exemption applies only to what is said and done in Parliament.

“As members of Congress, we are granted privileges. One of the privileges is the ability to enjoy immunity in Parliament. Unlike others, we can do this without worrying about being prosecuted, because the potential public policy interest is the ability to raise questions,” Ms. Indranee explained in Parliament.

“When we do this, we must be able to speak the truth in the House of Representatives, and it is very important when we assert or raise charges to support them.”

She said that members of Congress are “subject to duties and responsibilities,” adding that they should not violate or “abuse” this privilege.

“But as the Speaker of the House of Representatives, I also have the responsibility to ensure that all members of Congress in this Chamber perform their duties faithfully, responsibly and responsibly, and that any violation of privileges must be dealt with,” she added.

The parliament is a platform for people “to pay attention”. When there are false words, it “undermines trust”, said Ms. Indranee, who is also the second minister of the Ministry of Finance and the Ministry of National Development.

What do regular commands mean?
The Rules of Procedure cited by Ms. Indranee allow any member of Parliament to stand up at any time during a meeting of Parliament to complain, alleging that sudden privileges have been violated.

If the speaker is convinced that the complained issue ostensibly-or based on the first impression-affects the prerogatives of the parliament and has been raised as soon as possible, the issue will undoubtedly be referred to the Privilege Committee.

Until the committee reports its findings, no further procedures can be taken on the matter.

The committee consists of eight members. As members of the committee, Ms. Indranee stated that she and Mr. Shanmugam will avoid cases involving Ms. Khan.

Other members of the committee include: Speaker Chen Chuanren, Minister of Sustainable Development and Environment Fu Ying, Minister of National Development Lee Desmond, Minister of Social and Family Development Masagos Zulkifli, and other members of Congress Don Wee (PAP) -Chua Chu Kang) and Dennis Tan (WP-Hougang).

Article 20 of the Parliament (Privileges, Immunities and Powers) Act provides for the power of Parliament to take action against members who engage in “disgraceful conduct, abuse of privilege or contempt”.

According to the decree, Congress can imprison members of Congress for a term not exceeding the current session of Congress, imposing a fine of not more than SGD 50,000, or suspending members of parliament from serving for the remainder of the session or any part of the session.

Parliament can also instruct members to be reprimanded or cautioned by the speaker.

Previous events
The last time a member of Congress was referred to the Privilege Committee was in 1986.

The then Congressman J B Jeyaretnam (WP-Anson) was accused of abusing parliamentary privileges and accusing the executive branch of intervening in the judiciary with no basis.

He was also accused of “defaming the judiciary by implying that the judiciary did not perform its duties in accordance with their oath of office.”

The complaint was filed by the then Speaker of the House of Representatives, S Dhanabalan, who was then the Minister of Foreign Affairs.

Mr. Jeyaretnam was found guilty of abuse of parliamentary privilege by the committee and was fined S$1,000. The report was submitted to Parliament in January 1987.

As a member of Parliament, he was referred to the committee twice in 1986 to deal with different issues.

The latest report of the Privilege Committee was in November 1996. The then Minister of Health George Yeo filed a complaint with representatives of the Singapore Democratic Party (SDP), namely Dr. Chee Soon Juan, Mr. S Kunalen, Mr. Wong Hong Toy and Mr. Guan Yueqing.

Mr. Yeo claimed that the four SDP representatives contempt the parliament by fabricating data and providing false or untrue documents in order to deceive the committee.

In July 1996, the four men, representing the Social Democratic Party, provided oral evidence in support of their written statement before a special committee to verify medical subsidies for government polyclinics and public hospitals.

Due to “so-called errors” in the charts they submitted, they were summoned to the Privilege Committee to testify in August.

The committee finally determined that Dr. Chee was “the culprit so far,” and he prepared written comments and diagrams.

The committee reported that he fabricated data, gave false testimony, and deliberately provided false answers to cover up the fabricated behavior, among other allegations.

The four were fined. Dr. Chee was fined S$25,000, Mr. Wong was fined S$13,000, Mr. S Kunalen was fined S$8,000, and Mr. Kwan was fined S$5,000.

5 Policemen Were Injured While Hunting Down Teenage Suspect In Stolen Car

Singapore: The Singapore Police Force (SPF) stated in a press release on Monday (November 1) that five police officers were injured after the suspect in a stolen car was hunted over the weekend.

The suspects, three men and two women, aged between 15 and 19, were arrested in various operations on Sunday. Two unmarked police cars, the stolen car and three other cars were also damaged.

SPF stated that they received a report involving the theft of a car at about 8:30 on Saturday night.

The police said: “The victim was a 22-year-old man who provided carpooling services. He picked up two men at Compass One shopping mall.” The passengers originally wanted to go to the HDB area in Jalan Kayu.

They arrived at their destination around 7.30 in the evening. There, the passenger asked the driver to buy cigarettes in a nearby store, and he agreed. The driver let the car engine run, and later saw the passengers driving away in his car.

The police then launched an operation to track down the two men and the stolen car. Later, they also determined the identity of one of the suspects, and a 19-year-old man was identified as the “first driver”.

At around 2:15 am on Sunday, plainclothes police found the suspect at No. 21 Yishun Street, including a woman in the stolen car.

The police said: “When the police were negotiating with the police in the open parking lot, the first driver allegedly collided with a police car that was not marked by the police and speeded up the escape,” adding that he allegedly ran into a car while running away. The parked van.

Subsequently, the police could not see the car damaged in the collision on Yishun 7th Street.

The investigation also revealed that the license plate of the car was changed to a license plate stolen from another Marine Parade.

The driver was later found near No. 5 Ang Mo Kio Avenue and was arrested with his 15-year-old passenger at around 8 am. A stun device was recovered from him.

The police stated that he allegedly gave the stolen car to a 19-year-old associate who allegedly stole it with him.

The police said: “When the police officer instructed the second driver and his male passenger to get out of the car, he ignored the police officer’s instructions and allegedly accelerated his escape, causing three police officers to fall and suffer minor injuries.”

Three plainclothes policemen in another unmarked police car then chased the car. It was eventually intercepted in the Lento Plain. However, the driver allegedly hit the side of the chasing police car and two other private cars parked on the side of the road while trying to escape.

SPF stated that two policemen in the unmarked police vehicle received minor injuries.

The “second driver” and his 18-year-old passenger were subsequently arrested. The police added that a flick knife was found in the car.

A follow-up investigation revealed that a 16-year-old woman allegedly helped the men deal with the stolen cars. She was arrested at 9 Ang Mo Kio Avenue on Sunday afternoon.

On Monday, two of the men were charged with theft. If convicted, they can be sentenced to up to seven years in jail and fined. One of them will also face additional charges of stealing license plates, with a maximum sentence of three years in prison or a fine, or both.

In addition, they will be investigated for multiple crimes. This includes intentionally causing injury to prevent public servants from performing their duties, reckless behavior endangering the lives or personal safety of others, dangerous driving, driving without a license, and not stopping after an accident.

The role of other suspects in handling cars is under investigation. If found guilty, they can be sentenced to up to five years in prison and fined. They may also be cancelled for holding or obtaining a driving license for a period of time ordered by the court.

Singapore: Indranee Rajah, the second minister of Singapore’s Ministry of Finance, told the parliament on Monday (November 1) that the government is not opposed to taxing wealth, but such policies should be effective and the rich cannot easily avoid it.
