新加坡:3 月份新加坡工厂活动连续第 21 个月扩张,但增速低于前一个月。

根据新加坡采购与材料管理协会(SIPMM)周一(4月4日)发布的数据,采购经理人指数(PMI)从50.2跌至50.1。

高于 50 的 PMI 读数表明制造业经济总体上正在扩张,而低于该阈值的数字则表明出现收缩。

最新数据归因于新订单指数和工厂产出指数扩张速度放缓,以及库存指数收缩速度加快。

然而,该研究所表示,新出口指数和就业指数的扩张速度更快。

进口、投入品价格和订单积压指数也出现了更快的扩张速度。但供应商交付指数显示扩张速度放缓。

Singapore’s Extradition Law Undergoes A Series Of Changes After Bill Passed In Parliament

SINGAPORE: Parliament on Monday (April 4) passed a bill that makes a series of changes to Singapore’s extradition law, including how to determine whether a crime would make someone liable for extradition.

Edwin Tong, the second minister of the Ministry of Law, said the changes were a “comprehensive update” of the existing law, taking into account developments in international practice, adding that the Extradition Law had remained “basically unchanged” since its introduction in 1968.

“Through these amendments, Singapore will enhance its crime-fighting capabilities through international cooperation,” he added.

What changes?
The law will now take a “threshold approach” to determine whether an offence is extraditable.

Under this approach, extradition is possible if an offence results in a maximum penalty of more than two years in prison, with the exception of certain excluded offences.

This replaces the previous “list approach” in which normally only the offences listed in the first schedule of the Act are extraditable.

“We do not expect this amendment to lead to an unreasonable increase in the number of extradition requests received,” Mr Tong added, noting that in the past, extradition partners have only made requests for “relatively serious crimes”.

There are also now more restrictions on the surrender of requested fugitives, such as where a fugitive has only a short term left – usually considered less than six months.

Another limitation is when fugitives cannot be prosecuted in other jurisdictions, because of the statute of limitations, which means the time frame within which legal action can be brought.

In addition, fugitives will be able to agree to their extradition and waive the extradition process.

“This saves national resources and prevents fugitives from being detained in Singapore for longer than necessary as a full extradition hearing is not required,” Mr Tang said.

Clarification from MPs
Four MPs stood up to speak on the bill, asking for clarifications on technology and procedures, among other things.

Mr Murali Pillai (People’s Action Party – Bukit Batok) stated that magistrates can issue writs for the arrest of fugitives through the authority of the minister or by applying directly to the magistrates.

But he questioned why magistrates should still be given the power to issue the warrant independently.

In response, Mr Tong said the power of provisional arrest was reserved in emergency situations where the fugitive was “considered a flight risk” and the requesting country did not have enough time to prepare a full extradition request.

“This enables Singapore to meet our obligations under the treaty,” Mr Tang said. But he added that after that, a full extradition request must still be properly submitted.

MP Sylvia Lim (WP-Aljunied) also asked if the bill was a signal that the government was “changing its traditional and somewhat cautious approach” to entering extradition treaties.

Noting that extradition regulations from non-Commonwealth countries were approaching those of Commonwealth countries, she asked whether Singapore would be interested in entering into more extradition treaties, including those with non-Commonwealth countries.

Mr Tong responded that the government’s approach had not changed.

“We’ve always wanted to see countries that share a desire to work with us, to strengthen international cooperation in apprehending criminals, and to strengthen bilateral cooperation in the fight against crime.

“If these arrangements are deemed mutually beneficial and useful to us, and we can overcome any issues related to differences in our respective legal systems, then we will be prepared to enter into treaties or arrangements with them.”

Singapore’s Foreign Minister Vivan Balakrishnan Affirms ‘Warm Relationship’ During Visit To Bahrain

SINGAPORE: Singapore’s Foreign Minister Vivian Balakrishnan met Bahraini leaders on Saturday (March 19) during an official visit, during which he affirmed the “warm relationship” between the two countries.

Dr. Balakrishnan’s trip to Bahrain was part of a regional visit that also included stops in the Palestinian territories and Israel.

“As small countries, Singapore and Bahrain share a common interest in promoting multilateralism and a rules-based global order,” the Ministry of Foreign Affairs (MFA) said in a statement.

“We share a common belief in the principles of sovereignty, political independence and territorial integrity of all nations large and small.”

Dr Balakrishnan visited National Security Adviser and Major General of the Royal Guard Sheikh Nasser bin Hamad Al Khalifa during his visit.

He also met with Shaikh Khalid bin Ahmed Al Khalifa, the King’s foreign affairs adviser, and Dr. Abdullatif bin Rashid Al Zayani, Minister of Foreign Affairs.

“Minister Balakrishnan and Bahraini leaders also had extensive discussions on developments in Asia and the Middle East,” the foreign ministry said.

“Minister Balakrishnan expressed his hope that the Abraham Accords signed by Bahrain in 2020 will contribute positively to regional stability and peace.”

Dr Balakrishnan will leave Bahrain on Saturday and visit the Palestinian territories on Sunday.

Singapore To Provide S$750,000 Special Medical Assistance Scheme To Palestinian Territories

SINGAPORE: Singapore has provided the Palestinian Authority with a special medical assistance package worth about S$750,000, including COVID-19 testing kits and masks, the Ministry of Foreign Affairs (MFA) said on Sunday (March 20).

The aid package includes 10,000 COVID-19 PCR test kits developed by Alliance BioMed in Singapore and 30,000 Air+ reusable masks donated by the Temasek Foundation.

A statement issued by the Ministry of Foreign Affairs said the program also includes customized healthcare courses and postgraduate scholarships aimed at training Palestinian healthcare policy makers and professionals.

Singapore’s Foreign Minister Vivian Balakrishnan visited Palestinian Authority Prime Minister Mohammad Steyer and Foreign Minister Riyadh Malki in Ramallah. He will meet Health Minister Mai Al-Kera later on Sunday.

The foreign minister said the minister reaffirmed the warm and friendly relationship between Singapore and the Palestinian Authority.

The Ministry of Foreign Affairs added: “On behalf of President Halimah and Prime Minister Lee Hsien Loong, Minister Balakrishnan conveyed invitations to visit Singapore to President Abbas and Prime Minister Steyer respectively, which the Palestinian leadership welcomed.”

Mr Lee visited the Palestinian territories in 2016, the first visit by a Singaporean prime minister.

During the visit, Dr Balakrishnan also reiterated Singapore’s commitment to supporting the Palestinian Authority through capacity building and encouraged more Palestinian officials to attend training courses under the S$10 million Enhanced Technical Assistance Programme (ETAP).

The package sponsors customized training courses, study visits and postgraduate fellowships in areas in need of Palestinian officials. To date, more than 600 Palestinians have benefited, providing 13 bespoke study visits and 8 postgraduate scholarships to the Palestinian Authority.

“To facilitate closer coordination with the PA for the implementation of ETAP, Minister Balakrishnan conveyed Singapore’s intention to establish a representative office in Ramallah to coordinate our technical assistance to the PA and to support Singapore’s non-resident representative to the PA. work,” the foreign ministry said.

The statement added that Mr Al-Malki welcomed the opening of the representative office.

In 2016, Singapore appointed Hawazi Daipi as its first non-resident representative to the Palestinian Authority.

“Minister Balakrishnan’s visit will reaffirm Singapore’s warm and friendly relationship with its partners in the Middle East,” the foreign ministry added.

He will be accompanied by Rahayu Mahzam, Parliamentary Secretary of the Ministry of Health, Communications and Information, and officials from the Ministry of Foreign Affairs.

Two Men Charged For Allegedly Providing Singpass Login And Bank Account Details For ‘Easy Money’

SINGAPORE: Two men will be charged on Monday (March 21) for providing their Singpass login details and handing over their bank accounts to “unknown persons in exchange for convenient money”, police said on Friday.

The two men, aged 19 and 25, had seen ads on Telegram and Instagram offering them cash in exchange for their Singpass details.

“Their Singpass details were allegedly then used by the fraudulent syndicate to open bank accounts,” police said.

“The bank accounts they gave up, as well as bank accounts opened by the group, were allegedly used for money laundering.”

INSTAGRAM STORY AD “FAST CASH”
The investigation revealed that in early 2021, the 19-year-old man allegedly disclosed his Singpass login details after responding to a story on Instagram asking if anyone was interested in making some quick cash.

Police said his details were used to gain access to his Singpass account and to open three bank accounts with Citibank and CIMB.

The bank accounts were then used to launder the proceeds of crime totalling more than S$77,000.

“Furthermore, he was allegedly approached by a member of a scam syndicate on Telegram asking for the sale of his bank account,” police said.

He created a Standard Chartered bank account and allegedly handed control of the account to the group.

He will also be charged for allegedly handing over his personal UOB account to an online gambling syndicate in exchange for cash.

Telegram ad offers cash for SINGPASS details
Investigations revealed that in August last year, the 25-year-old saw an ad on Telegram offering him cash in exchange for his Singpass details.

After he handed over his Singpass login details, a consortium was able to register a Standard Chartered bank account in his name.

The bank account was used to launder more than S$850,000 in criminal proceeds, including work scam proceeds.

The man also allegedly sold his OCBC account for “quick cash” to members of another syndicate he met on Telegram last September.

The bank account was used to launder the proceeds of crime amounting to S$55,000.

“Disclosure of Singpass login details and transfer of bank accounts to others may constitute an offence under the Computer Misuse Act,” police said.

“The disclosed Singpass login details may be used by criminal groups to access Singpass accounts and open bank accounts, which are then used to launder criminal proceeds.

“To avoid becoming involved in money laundering, members of the public should always refuse requests to disclose their Singpass login details or to allow their personal bank accounts to be used to collect and transfer money for others.”

First-time offenders can be jailed for up to three years, fined up to S$10,000, or both, if found guilty of leaking their Singpass login information.

These individuals could be jailed for up to two years and/or fined up to S$5,000 for allegedly relinquishing control of bank accounts
