Singapore, Malaysia continue discussions on implementation of international court ruling on Pedra Branca

SINGAPORE: Government officials from Singapore and Malaysia met in Kuala Lumpur on Tuesday (Jan 21) to continue discussions on the implementation of the International Court of Justice (ICJ) Judgment on Pedra Branca, Middle Rocks and South Ledge.

This was announced in a joint press statement by the Minister of Foreign Affairs for Singapore, Dr Vivian Balakrishnan and his Malaysian counterpart Saifuddin Abdullah on Wednesday. 

The statement said that the Malaysia-Singapore Joint Technical Committee (MSJTC) met to discuss related issues arising from the ICJ judgement on the case concerning the sovereignty over Pedra Branca, Middle Rocks and South Ledge. 

“This follows the desire expressed by the Prime Ministers of Malaysia and Singapore at the 9th Malaysia-Singapore Leaders’ Retreat in Kuala Lumpur on Apr 9, 2019 for both sides to resolve outstanding bilateral maritime boundary delimitation issues in the area,” it added. 

At the meeting, the Malaysian delegation was led by Secretary General of Malaysia’s Ministry of Foreign Affairs Muhammad Shahrul Ikram Yaakob while the Singapore delegation was led by the Permanent Secretary of Singapore’s Ministry of Foreign Affairs Chee Wee Kiong. 

It was further agreed at the meeting for the Sub-Committee on Maritime Boundary Delimitation of Pedra Branca, Middle Rocks and South Ledge to commence negotiations.

Pedra Branca is located 44km off Singapore’s east coast. The territorial dispute dated back to 1979 when Malaysia published a map indicating that the island was within the country’s territorial waters.

The matter was brought to the ICJ in 2003, and on May 23, 2008, it ruled that Singapore had sovereignty over Pedra Branca, while Middle Rocks was awarded to Malaysia and South Ledge belonged to the state in whose territorial waters it is located.

Both sides have established a joint technical committee, which among other things, looks at the delimitation of maritime boundaries in the area.

Malaysia filed two applications after the ruling – one on Feb 2, 2017, to revise the ICJ’s 2008 judgment. Its case was hinged on three documents discovered in the National Archives of the United Kingdom that demonstrated officials at the highest levels “did not consider Singapore had sovereignty over Pedra Branca” during the 1950s to 1960s.

The second application on Jun 30, 2017, sought an interpretation of the same ICJ judgment. It requested that the ICJ declare the waters surrounding Pedra Branca to be Malaysia’s and in turn, the sovereignty of South Ledge belongs to Malaysia – a move that Singapore’s Ministry of Foreign Affairs described as “puzzling”, “unnecessary and without merit”. 

Public hearings for the two cases had been scheduled for July 2018 at The Hague. However, Putrajaya decided to drop the two cases to revise and to interpret the judgment in May 2018.

In June 2019, Malaysian Prime Minister Mahathir Mohamad outlined that Putrajaya has accepted the ICJ ruling over Pedra Branca, citing it as an example of how the Association of Southeast Asian Nations (ASEAN) member states have worked together based on mutual respect.  

“(ASEAN) member states do not need to agree on everything to work well together. What counts is that we share basic principles of mutual respect, cooperation, sovereign equality and common regional prosperity and well-being,” Dr Mahathir had said. 

“When there is a dispute, we go to the table and discuss and negotiate. If we fail we resort to arbitration or go to the International Court of Justice. We abide by the decisions,” he added. 

At the meeting on Tuesday, both countries agreed that the ninth MSJTC Meeting between them will be held in Singapore before the next Singapore-Malaysia Leaders’ Retreat.

Domestic worker arrested after toddler found with burns

SINGAPORE: A domestic worker has been arrested after the child of her employer was found with burns along her left hand.

The police on Wednesday (Jan 22) said they were alerted to a case of voluntarily causing hurt by dangerous means last Wednesday morning.

The incident took place at Block 992B Buangkok Link, and a 30-year-old woman was arrested.

Speaking to Chinese news channel 8World, the 16-month-old child’s father – who did not want to be identified – described how events unfolded.

He was out of the house last Tuesday when he got a call from his older daughter. The eight-year-old told him her younger sister had been burnt and was crying very hard.

Initially, he told her to wait until he came home and to apply medication first, but after about 10 minutes she called again to say that the toddler was still crying, and so he hurried home.

“When I came home … I was so shocked, because it was so serious,” he said in Mandarin, adding he had never seen burns so severe.

He took the toddler to a nearby clinic, which referred them to KK Women’s and Children’s Hospital due to the severity of the burns.

“I immediately took her there. The doctor said: ‘These are second-degree burns, it’s pretty serious’,” said the father.

He described how his daughter had blisters and dead skin from the burns on her left hand, and said she could need a skin graft to prevent the burns impacting the mobility of her hand.

The next day, when the man and his wife were about to take their older daughter to school, they found that the domestic worker had packed all her belongings.

“She told me she wanted to go back, she didn’t want to work anymore,” he said.

However, the man said his wife became suspicious and suggested the two check their CCTV to see what had happened.

“When we saw the CCTV, we were so shocked … we really couldn’t bear to keep watching, because this was too (hard to watch),” he said.

He described seeing the domestic worker grab his daughter’s hand and thrust it into a hot cooking pot, doing this four times.

The couple then reported the matter to the police.

While waiting for the police, they asked the domestic worker whether she had scalded the child. When asked why, he claimed the maid said it was because she wanted to go home.

Police investigations are ongoing.

CPF members can nominate their beneficiaries online

SINGAPORE – Those looking to make their Central Provident Fund (CPF) nominations can now do so online.

In a statement on Wednesday (Jan 22), the CPF Board said that the move will bring convenience to CPF members and protect their privacy.

“Under the hard-copy process, details of the nomination such as who the nominees are and the amount to be distributed to them, may inadvertently be seen by the witnesses,” the CPF Board said.

“Under the new online nomination mode, nomination details such as the identities of nominees will not be revealed to witnesses.”

More than 900 CPF members have used the online nomination service since its launch in January this year.

Members can use the online system using their SingPass account here.

After keying in their witness’ NRIC particulars and contact information, the witnesses will receive notification through e-mail or SMS, or both, and must confirm the nomination within seven days.

The nomination will then be processed by the CPF Board and the member will be notified on the status of the nomination through e-mail or SMS, or both.

Ex-instructor at muay thai gym found guilty of sexually assaulting woman after class

SINGAPORE – A muay thai instructor offered Thai massage to one of his female trainees even though he was not trained to perform it.

He then sexually assaulted the woman while massaging her.

On Wednesday (Jan 22), Tan Wai Luen, 30, was found guilty of sexually penetrating the 33-year-old woman without her consent.

He is one of the co-founders of Encore Muay Thai in Joo Chiat Road, but is no longer an instructor there.

In delivering her verdict on Wednesday, District Judge Ong Chin Rhu said that the victim’s testimony in court was credible.

The judge said Tan “lacked credibility” and his version of events was “contrived”.

The victim, who cannot be named to protect her identity, testified that she attended a free trial class at Encore Muay Thai on Oct 1, 2016, after she saw an advertisement on Facebook.

Tan was the instructor of the class, which had three other women whom she did not know.

Deputy Public Prosecutor Kavita Uthrapathy, in her submissions, told the district judge that the woman was alone with Tan after the lesson when the other three left and he sat her down to discuss gym packages.

A man thought that his plans for Chinese New Year were dashed when he lost his wallet.

He had caught a movie with his family at Downtown East on Saturday (Jan 18) when he realised that his wallet had gone missing after going to the toilet, the man’s wife told Lianhe Zaobao.

“We were anxious over the lost wallet as it contained the money for our Chinese New Year shopping,” she said.

Although they reported the loss to Cathay Cineplex and the police, the couple thought that the cash was gone for good.

Little did they know it would be returned to them — with the man’s valuables and $800 all intact — the very next day.

“I received a call from the cinema staff informing us to pick up my husband’s wallet which a cleaner had found,” the woman added.

Marsiling-Yew Tee Town Council clarifies case of resident arrested over S&CC arrears, says it did not lodge police report

SINGAPORE – The Marsiling-Yew Tee Town Council on Tuesday (Jan 21) clarified that it did not lodge a police report to arrest a resident for service and conservancy charges (S&CC) arrears.

Instead, the resident was arrested after the court issued a warrant of arrest in December 2016, when she did not turn up for a mandated court hearing, the town council said in a Facebook post.

The town council’s clarification followed a Facebook post by career counsellor and activist Gilbert Goh on Sunday about the resident, whom he said had been arrested at her office for not paying accumulated S&CC bills of $2,150.

In his post, he said she is a single mother who works as a promoter, and claimed that she had stayed in the police lock-up for nearly 10 hours before being released.

Yesterday, the town council said the resident, who lives in a five-room flat, has owed service and conservancy charges for several years before 2016. “Despite attempts at engaging the resident, the town council unfortunately had to undertake legal recourse,” it added.

IKEA apologises, offers refund after woman's glass cabinet suddenly cracks sending pieces 'flying everywhere'

Swedish retailer IKEA has apologised and offered a full refund to one of its customers after her glass cabinet suddenly cracked and sent glass bits flying in all directions.

Stomp contributor Veron told Stomp she had bought the cabinet from IKEA two years ago.

She had returned home at about 2.45pm on Jan 14 when she heard a loud sound of glass cracking.

“At first I thought a charger had exploded or something heavy had dropped,” she said.

“To my horror, it was the glass door of my IKEA cabinet that had spontaneously cracked by itself.

“The sheet of glass had shattered and was attached to the door frame but pieces of glass bits had flown everywhere.

“I could still hear the glass cracking sound for hours until about 8 to 9pm.

“I don’t think it cracked because of the wind as the cabinet was placed in the dining room, away from the window.”

She said she immediately called the IKEA hotline but after 20 minutes, nobody answered her call.
