Singapore: The Ministry of Health (MOH) said on Monday (November 15) that Singapore will further relax COVID-19 restrictions on migrant workers living in dormitories and allow more vaccinated workers to go to the community.
From December 3, the authorities will allow 3,000 vaccinated migrant workers to visit any place in the community every day, with a maximum duration of 8 hours per visit.
There are currently 3,000 migrant workers every week, and visits are limited to Little India and Geylang Serai.
The Ministry of Health stated that vaccinated workers must undergo Rapid Antigen Test (ART) as an additional precaution before leaving the dormitory. Workers who have not been vaccinated are still not eligible for community visits.
The ministry stated that migrant workers’ dormitories are now “more resistant to the new crown virus”, and 98% of migrant workers living in dormitories have been vaccinated.
The Ministry of Health said: “Migrant workers also receive booster vaccines at an encouraging rate when they meet the conditions.”
The Ministry of Health added that the COVID-19 infection in the dormitories has been “stabilized” in the past few weeks, and an average of 143 migrant workers tested positive by polymerase chain reaction (PCR) every day last week.
Migrant workers in the dormitory are also tested weekly, regardless of the vaccination status, except for recovered workers.
From December 3, workers will also be allowed to visit the entertainment center every day, with each visit being extended by 8 hours. This is higher than the upper limit of three visits to the entertainment center per week, with a maximum of four hours per visit.
Migrant workers who have not been vaccinated must undergo pre-visit testing before they can enter the entertainment center. They can use negative ART results from roster routine testing or pre-event ART.
Currently, visits are limited to designated entertainment centers, but starting in mid-December, migrant workers will be able to visit any entertainment center of their choice.
The Ministry of Manpower (MOM) is cooperating with entertainment center operators to increase the variety of entertainment center activities, such as organizing movie screenings and sports competitions. They also developed a process to manage the visits of a large number of migrant workers.
Singapore: According to the Ministry of Health on Monday (November 15), Singapore will expand its vaccination travel lane (VTL) program to more countries from November 29.
The country intends to launch VTL with India and Indonesia from November 29 and Qatar, Saudi Arabia and the United Arab Emirates (UAE) from December 6.
Transport Minister S Iswaran said at a press conference of the COVID-19 multi-ministerial working group on Monday that Singapore and India have been discussing the issue of mutual recognition of vaccination certificates.
Since November 12, India has begun to recognize vaccination certificates issued by Singapore.
“This means that fully vaccinated travelers entering India from Singapore will no longer need to undergo home isolation testing after arrival. They only need to conduct self-monitoring for 14 days after arrival,” Mr Iswaran said.
Mr. Iswaran added that the Ministry of Health has also updated its public health assessment and will upgrade India to category 2 from November 19.
“We are discussing the resumption of regular commercial passenger services (with India). Because today, the only flight from Singapore that is allowed to carry passengers to India is the government’s chartered rescue flight under the van der Bharat mission.”
He added: “Our discussions with India are progressing smoothly. Our goal is to resume two daily VTL flights to Chennai, Delhi and Mumbai by November 29. The Civil Aviation Authority of Singapore (CAAS) will finalize the decision. Provide more details.”
Applications for short-term tourists and long-term pass holders from India and Indonesia will start on November 22, while tourists from Qatar, Saudi Arabia and the UAE will start applications on November 29.
If traveling through VTL, returning Singapore citizens and permanent residents who have been fully vaccinated do not need to apply.
The Ministry of Health said in a press release on Monday: “It is recommended that travelers planning to travel to these countries/regions from Singapore check the current entry requirements for their destinations.”
So far, Singapore has launched 13 VTLs including Australia, Canada and Germany. The country previously announced that it will launch VTL with Malaysia, Finland and Sweden from November 29.
Passengers using VTL do not need to receive home notification upon arrival. Instead, they will be required to undergo a negative pre-departure test two days before departure and a PCR test upon arrival.
In another press release, CAAS stated that the gradual expansion of the VTL allows it to “safely resume air travel without compromising public health.”
It added that it will also help “restore and rebuild” Singapore’s status as an international aviation hub with global connectivity.
Singapore: Fully vaccinated members of the same family will soon be able to dine together in groups of up to five in some hawker centres.
The Ministry of Health (MOH) stated on Monday (November 15) that the first batch of hawker centers is expected to implement access control and inspection systems by the end of November.
It added that the remaining hawker centres “should follow up soon.”
Since November 10, up to five family members who have been vaccinated can eat together at other restaurants that have undergone vaccination checks. Guests who are not in the same family can dine in groups of two.
The Ministry of Health stated that implementing and enforcing measures to differentiate vaccination in hawker centers and coffee shops is “more challenging”, adding that the National Environment Agency has been in contact with hawker associations and town councils.
For coffee shops, the Singapore Food Board also contacts the operators. Those who have established a system to control visits and check the vaccination status of their customers will also be allowed to gather up to five people from the same family. Otherwise, the current two-person team size will apply.
The ministry stated that people who have not been vaccinated can easily catch COVID-19 in an environment where they wear masks such as meals.
“Therefore, before anyone enters a hawker center or coffee shop, it is very important to properly check the vaccination situation and only allow those who are fully vaccinated to sit down and eat.
“This will have a very significant impact on our health care capabilities, especially the ICU occupancy rate.”
The Ministry of Health also announced that in addition to using the NRIC and SingPass apps, family members dining together can now use the myICA and SGWorkPass apps as proof of residence.
MORE ART KITS APPROVED As more such kits are approved for sale, it is expected that the price of antigen rapid test kits will drop.
In retail stores in Singapore, the price of self-test kits usually exceeds S$10.
Flowflex ART kits were authorized for self-inspection under the Special Epidemic Channel (PSAR) on November 8, bringing the total number of ART kits approved in Singapore to nine.
Two other ART kits have been approved for PSAR registration.
The ministry stated that the government and medical institutions have been purchasing more ART kits “to reduce costs while ensuring that the kits authorized for sale in Singapore continue to meet strict safety and quality standards.”
“We expect that the prices of these kits will be significantly lower than the current prices of ART kits,” the Ministry of Health said.
Singapore: When the squeak of the motor squeaked through the room, three men sat side by side in a boat-shaped structure. The structure in the swimming pool was rotated 180 degrees, turning these people upside down.
This is not an amusement park scene, but a training course at the headquarters of the Police Coast Guard (PCG) on Blarney Island. These elite officers from the PCG Special Task Squadron (STS) are now underwater and must find a way out of the structure.
STS handles high-risk maritime public safety operations, such as chasing ships at high speed or boarding suspicious ships.
In March 2019, when an unregistered motor boat entered the waters of Singapore and accelerated towards Punggol Bharat, STS officers were activated and a man jumped off and continued to swim towards the shore.
When the boatman refused to stop despite repeated warnings, the PCG intercepted the boat and arrested the boatman. Another man was arrested in a fence along the coastline of Punggol Bharat.
In 2007, two PCG officials died after their ship chased a speedboat that entered Singapore waters illegally and collided with it. The PCG ship capsized and there were four officers on board.
After an intensive search and rescue operation involving multiple parties, two lightly injured police officers were rescued, and the bodies of the other two were salvaged from the water.
This risk is part of the reason why PCG uses mobile structures (called underwater exit training simulators) to help STS officials better deal with ship capsizing.
In the event of a capsizing accident, the crew must properly take off their equipment, including inflatable life jackets, before swimming out of the bottom of the ship.
During the training simulation, the underwater officer’s head almost rested on the simulator’s floor. Each of them breathed from the emergency oxygen tank, stretched out their life jackets from behind, and then swam out from the side.
Officials responding to overturning situations sometimes react in complete darkness while being trapped under the ship, in potentially strong currents and rough waters.
The simulator was launched in August, similar to the PCG’s high-speed PK interception boat, reproduced these situations, enabling officers to train in a real and safe environment.
For example, the training pool is equipped with wave generators to simulate ocean currents and various sea conditions.
The police said at a press conference on Sunday (November 14): “The simulator can replicate the physical and environmental conditions that may be caused by maritime emergencies, such as the capsize of a ship. In this case, officials will be underwater. Lost in a confined space.” ).
A police spokesperson stated that police officers do not have to complete a specific number of hours on the simulator, but this is part of the pre-deployment training course.
“So far, the feedback we have received is that it is really helpful. This undoubtedly gave them confidence in a completely different training environment,” he said.
BOAT HANDLING SIMULATOR In addition to actual sea training involving interception and boarding tactics, the underwater exit training simulator is not the first time that PCG uses technology for training.
In March last year, it commissioned a tactical ship manipulation and shooting simulator to practice high-risk maneuvers, surveillance and navigation in different scenarios at sea.
The simulator is equipped with an advanced physics engine that uses actual ship performance data to replicate the behavior of high-speed ships in the real world when they are affected by waves or impacts with other ships and floating objects.
The simulator is also equipped with an eye tracker, which can help trainers analyze the officer’s visual focus in stressful situations such as high-speed pursuits, and provide feedback on how to improve.
PCG commander Senior Assistant Commissioner of Police Cheang Keng Keong said at the time that the simulator will minimize the risk of injuries and accidents.
The police said on Sunday: “The high-risk exercises performed by STS personnel during high-speed interception and tactical boarding require STS personnel to hone their skills to perfection, because errors are not allowed during the operation.”
When asked whether the 2007 incident was involved in the development of the underwater exit training simulator, a police spokesperson said that this provided some lessons and was part of the consideration.
“But what is more important is to actually improve the operational capabilities of our officers when handling certain situations at sea, such as capsizing exercises,” he said.
“We built this simulator to help train all our frontline personnel. This is indeed a need for operational requirements.”
