Brunei named most improved economy in the world

Brunei Darussalam has been named the most improved economy in the world for the third year in a row in the World Bank’s Doing Business Report 2018, which was released on Wednesday.

The report, which measures the efficiency and regulatory environment of domestic businesses of 190 economies, records Brunei jumping a significant 16 places to rank 56 worldwide, with an increasing Distance to Frontier (DTF) score of 70.60 out of 100 and scoring improvements in DTF across eight indicators; further narrowing the gap between Brunei and the top performing economy.

The Asia-Pacific region had the highest number of economies recording the greatest overall number of reforms making it easier to do business, where Brunei and Thailand each implemented eight reforms. Brunei is positioned 11th, behind South Korea (3) and Japan (9); and ahead of rising Asian powerhouse, China at 18th; as well as India at 19th.

Within the ASEAN region, Brunei maintains its 4th position behind Singapore (2), Malaysia ( 24 ) and Thailand ( 26 ); followed by Vietnam ( 68 ), Indonesia ( 72 ), the Philippines ( 113 ), Cambodia ( 135 ), Laos ( 141 ) and Myanmar ( 171 ).

According to a press release from the Ease of Doing Business Secretariat under the Energy and Industry Department at the Prime Minister’s Office, the significant improvements in Doing Business rankings over the past four years reflect the serious commitment of Sultan Hassanal Bolkiah’s government towards creating a Pro-Business environment that would enable further diversification of the country’s economy.

This is in line with his recent speech in conjunction with his 71st birthday celebration, whereby he highlighted the need for continuous efforts to boost economic growth through the entries of Foreign Direct Investments (FDIs) and growth of micro, small and medium Enterprises (MSMEs).

Renting a home in Singapore – 5 ways to make sure you save money

There is a reason most Singaporean adults live with their parents till well into adulthood – the cost of renting a home here is blood vessel-burstingly high.

Sharing an apartment with two or three flatmates is completely normal for anyone who’s single and not on a fat expat package. And there are some renters who even resort to sharing a bedroom with another person just to cut costs.

Here are five tips to help you save a bit of money if you are renting a home in Singapore:

1. Always negotiate the rent each time your contract is up for renewal

It goes without saying that you should negotiate your rent before moving into a new place. But if you intend to renew your contract afterwards, try to re-negotiate the rent to see if your landlord is willing to give you a discount.

Rents in Singapore have been on a downward slide, and what you were paying two years ago may not be market rate anymore. What’s more, if you’ve been a good tenant, your landlord may be willing to lower your rent to retain you. It can’t hurt to ask.

2. Scout around for a new place before your lease expires

As mentioned earlier, rents are on a downward slide. If your landlord refuses to lower your rent, scout around for a new place before your lease expires. There’s always a chance you’ll find a unit in a very similar area at a better price.

For instance, a friend of mine managed to find another unit in a different block at the exact same Simei condo where he was living at $200 less than what he was paying. Moving was a breeze as he simply needed to carry his belongings to the next block.

3. Flatmates can lower more than just your rent

It is perfectly normal to live with flatmates in Singapore due to the short supply (and relatively high price) of studios and 1 bedroom apartments on the market.

Flatmates not only lower the price of your rent, they can also lower other costs such as the Internet bill (if this is not included in your rent) and the cost of hiring a cleaner to come in once a week, which if you live with more than one person can be a lifesaver.

4. Make sure the landlord allows cooking

Believe it or not, some landlords in Singapore do not allow their tenants to cook at home. This usually happens when the landlord is living with you and wants to earn your money without feeling your presence.

This will undoubtedly add to your cost of living as you’ll be forced to eat out every day, and if you rely entirely on cheap hawker food your health could suffer. So always make sure you’re allowed to use the kitchen, as well as other facilities like the washing machine.

5. If you can afford to, rent the entire unit and then sub-let the other rooms

When renting a home, some rental contracts will allow you to sublet an apartment or house to other tenants if you sign on as the main tenant. The risk to you will be higher, as you’re responsible for paying the rent for the entire property whether or not you manage to find tenants. On the other hand, if you manage to find tenants to fill up all the spare rooms, you dramatically lower your own share of the rent.

I’ve visited a few apartments that were being sublet by a main tenant, and they ranged from expats sharing fancy condo units with other expats they’d found on online forums, to Chinese students cramming two fellow students into a room.

Of course, make sure you check the regulations for subletting, as breaking the rules could get you evicted. Don’t erect any partitions, make sure each person has at least 10 square metres of space and don’t let the number of people living in a unit exceed eight.

Indonesia to build Southeast Asia's largest observatory

The National Institute of Aeronautics and Space (Lapan) is set to build Southeast Asia’s largest observatory in Timau in the Kupang regency of East Nusa Tenggara, an official said.

On Monday, Kupang regent Ayub Titu Eki revealed that plans are already underway in conjunction with Lapan, as reported by tempo.co. The observatory is expected to encourage tourism in the area as well as developing the region as a research and technology centre.

“Lapan will develop the facility to be a natural tourism site that would be attractive to tourists,” Titu said.

An advanced telescope measuring 3.8 meters in diameter would be placed in the building, Titu said, adding that it would be the largest in Southeast Asia.

Lapan said the mountainous region of ​Timau is considered a strategic spot for space observation, covering both northern and southern directions.

Lapan is in the beginning stages of developing the facility, Titu said, adding that several heavy vehicle units had been being delayed due to severe road damage throughout the Kupang region.

“The Kupang regional government has informed the central government to repair the damaged roads because the observatory’s construction is earmarked for early next year,” he added.

In the meantime, he said, Lapan is also currently building a science centre in the Tilong area in Central Kupang on an area spanning ​​40 hectares that would be dedicated to research.

N Korea's nuclear test site crumbling down?

After North Korea conducted its sixth and largest nuclear experiment in September, signs have emerged that its test site in Punggye-ri may be falling apart.

A series of earthquakes, which is unusual in the area, have been recorded, while a massive tunnel collapse at the site was also detected.

Japan’s Asahi TV on Tuesday reported that at least 200 people died and about 100 people were trapped inside in a collapsed tunnel, without providing information on when it had happened.

Seoul’s Unification Ministry said Wednesday that it would further investigate the report and it plans to make relevant announcements by the end of the year.

During a parliamentary audit in Seoul on Monday, Korea Meteorological Administration chief Nam Jae-cheol said that another detonation could possibly prompt a “collapse of the test site” and spill radioactive materials.

“Based on our analysis of satellite imagery, we judge that there is a hollow space, which measures about 60 to 100 meters (in length), at the bottom of Mantapsan in the Punggye-ri site,” Nam told lawmakers. “So, should another nuke test occur, there is the possibility (of a collapse).”

Days after the nuclear explosion in September, commercial satellite images showed apparent signs of multiple landslides around the site, which experts described as “more numerous and widespread” compared to previous experiments.

Concerned about nuclear waste contamination, Chinese scientists reportedly warned Pyongyang to relocate the test site, as Mantapsan, about 80 kilometers from the North Korea-China border, was at risk of collapse, Hong Kong’s South China Morning Post said. If the site deteriorates, a nuclear waste spill could seep through the border and spoil Chinese soil, they reportedly feared.

North Korea’s latest nuclear test on Sept. 3, which is also believed to be its strongest yet, may have dealt a heavy blow to its topography. The South Korean Meteorological Administration said the test caused an artificial magnitude 5.7 earthquake, while the US Geological Survey and Chinese government measured it at 6.3. Smaller tremors followed, which many saw as aftershocks of the detonation.

But a US think tank said that “for the time being,” Pyongyang has no plans to abandon the Punggye-ri test site, “given the presence of additional test portals.” Although substantial damage to the tunnels is suspected, similar nuclear tests conducted at the US Nevada Test Site and former Soviet nuclear test sites did not lead to site abandonment, according to analysis from 38 North of the US-Korea Institute at Johns Hopkins School of Advanced International Studies.

“North Korea currently has two options regarding military provocations — conducting an intercontinental ballistic missile test or a nuclear test,” Koh Yoo-hwan, a professor of North Korean studies at Dongguk University said.

“However, if its nuclear test site (of Punggye-ri) is exhausted, there won’t be another nuclear experiment anytime soon,” he said.

On the possibility of an atmospheric nuclear test, Koh said that such decision entails a massive risk at the moment with US President Donald Trump’s scheduled visit to South Korea next week. At the UN General Assembly in New York last month, North Korean Foreign Minister Ri Yong-ho told reporters that Pyongyang is considering dropping a hydrogen bomb in the Pacific Ocean.

“The North will think twice before launching any sort of military provocation around the time of President Trump’s Asia tour. The regime will weigh the current situation and keep close tabs on how the situation shifts after the tour,” Koh added. The Seoul-based expert also ruled out the option of a submarine-launched ballistic missile, citing the North’s current lack of infrastructure.

Korean actor Kim Joo-hyuk laid to rest

The funeral ceremony of actor Kim Joo-hyuk, who passed away in a car accident Monday, took place Thursday at the Asan Medical Center in southeastern Seoul.

The private ceremony was held at 10 a.m. and was attended by Kim’s surviving family, close friends and staff at the actor’s longtime management agency Namoo Actors. A video clip featuring snippets of the late Kim was shown, according to reports.

The funeral procession took place at 11 a.m.

Following cremation, his ashes laid to rest at his family Columbarium in Seosan, South Chungcheong Province.

Many actors attended Kim’s two-day wake held at the Asan Medical Center, including Cha Tae-hyun, who had filmed the travel variety show “2 Days & 1 Night” with Kim, Hwang Jung-min, Jeon Do-yeon, Ahn Sung-ki, Cha Seung-won, Yoo Ah-in, Yoo Jun-sang, Uhm Jung-hwa and more.

Song Joong-ki paid his respects on Wednesday, the day after his wedding with actress Song Hye-kyo.

Variety programme “Running Man” cast members Yoo Jae-suk, Haha, Kim Jong-kook and Lee Kwang-soo also were spotted.

Actress Son Ye-jin, who had starred alongside Kim in “My Wife Got Married” (2008) and “The Truth Beneath” (2016) attended the wake as well.

Actress Lee Yoo-young, with whom Kim had been in a relationship, made a prolonged stay at the wake.

Kim, 45, was driving when he hit another car then veered off the road, sending his vehicle violently flipping down the stairs in front of an apartment complex in Samseong-dong, southern Seoul, Monday.

An autopsy Tuesday revealed the cause of death to be a fatal head injury.

The actor’s most recent work was TV series “Argon.” Two posthumous films, “Heung-bu” and “Dokjeon” are scheduled for release in 2018.

Hypnotised girl found in Jakarta airport

JAKARTA – Security officers at Soekarno-Hatta Airport found a girl, 11, who they believed was hypnotised.

Edi Mukri, Terminal 2’s senior manager, said on Wednesday that security officers initially approached the girl because she looked confused.

“When she was found, she was alone at the terminal and looked confused. Our officers then brought her to the information centre,” said Edi, adding that the girl was found on Saturday.

The girl told the officers that she was looking for her parents who had gone to Australia with an Instagram celebrity, Edi explained. However, she did not know the flight details.

Nahim Bin Entong, the taxi driver who had taken the girl to the airport, said she looked confused when she got into the taxi. Nahim kept her mobile phone after she could not pay the fare.

The girl’s father said she was phoned by an unknown man claiming to be an Instagram celebrity.

Commuter injured by sharp metal objects stuck into SBS bus seat

A woman who boarded SBS bus service 240 was poked by four metal objects that had apparently been inserted into a seat.

Facebook user Deonne Tan shared how she had been on the bus with her sister on Oct 30 when the incident occurred.

Upon placing her right hand on the seat beside her for support while she was alighting the bus, Tan immediately “felt a sharp pain” and saw that her hand was “starting to bleed”.

She wrote: “I took a closer look at the seat and realised that someone had intentionally inserted 4 metal (needles?/staples?) into the seat, so deeply embedded that they could not be easily seen if not paying extra close attention, just like myself.”

3 women arrested in police raid at suspected HDB 'brothel' in Jurong

Three women were arrested in a flat at Block 664C Jurong West Street 64 that was suspected to be used as a brothel during police raid on Oct 31 at 3.03pm.

According to The Straits Times, the trio, aged between 34 and 48, are believed to be from China.

Condoms and lubricants were seized from the four-room flat. Other items found in the home included two mattresses and a clothes rack with more than 30 towels hanging out to dry, reported Shin Min Daily News.

Before the raid, three men were seen entering the flat in the span of an hour. One left after 15 minutes.

Jackie Chan's ex-lover claims their daughter Etta stole $30,000 worth of items from home

Jackie Chan’s ex-mistress, Elaine Ng accused her daughter Etta of stealing $35,000 worth of items from their Hong Kong home, including clothes, jewellery, and a guitar.

Upon returning home, Elaine discovered that the items were missing and called the police, who concluded that it could have been an ‘inside job’ as there were no sights of forced entry, reports Shin Min Daily News.

On Oct 30, reporters approached Etta and her girlfriend, social media influencer Andi Autumn, for a statement on the incident.

Etta chose to remain silent on the issue at first, but had a change of heart moments later, telling reporters that she had told her mother that she would be taking some clothes from the house.

However, Elaine was not home at the time.

Etta then entered the house and retrieved the items.

As she did not have a guitar, she took her mother’s.

Etta also added that she was puzzled why her mother had called the police. She insisted that she only took some clothes and a guitar.
