Suu Kyi proxy a step closer to Myanmar presidency

Myanmar’s lower house of parliament voted on Friday to confirm a close friend and confidant of Nobel laureate Aung San Suu Kyi as its presidential candidate, bringing the top office a step closer for the man expected to rule as Suu Kyi’s proxy.

The vote in the lower house for the presidential nominee was never in doubt as Suu Kyi’s National League for Democracy (NLD) holds an outright majority following a crushing electoral win in November. NLD candidate Htin Kyaw received 274 of the 317 votes cast.

A vote by the full parliament next week is also likely to be a formality given the NLD’s dominance of both houses, making Suu Kyi’s candidate a near certainty to become the head of the country’s first democratically elected government since the army seized power in 1962.

Suu Kyi, wearing a blue dress and white sash, was the first NLD lawmaker to vote on Friday. She is barred from holding the presidency herself under a junta-drafted 2008 constitution because her children are not Myanmar citizens.

She has said that she would run the country regardless through a proxy, named on Thursday as Htin Kyaw. He runs a charity founded by Suu Kyi and has been a trusted member of her inner circle since the mid-1990s. He is not a lawmaker, but was in the parliamentary complex when the vote took place.

Under Myanmar’s indirect system for electing a president, three candidates are nominated – one by the lower house, one by the upper house, and one by the military bloc in parliament, who under the constitution hold a quarter of seats in both houses.

Both houses will come together to vote in a joint session on March 15, with the winner elected president and the two losing nominees becoming vice presidents.

The NLD holds a comfortable majority in both chambers, so it controls both the lower and upper house nominations.

On Thursday, Suu Kyi’s party nominated Henry Van Thio, as its upper house candidate. He is member of the Chin ethnic group from the country’s northwest.

The party wants Van Thio to represent Myanmar’s myriad ethnic minorities in a national reconciliation government as Suu Kyi seeks to bridge the bitter divisions that are the legacy of nearly 50 years of military rule.

The military has yet to make its nomination public.

The president picks the cabinet that will take over from President Thein Sein’s outgoing government on April 1, with the exception of the heads of the home, defence and border security ministries who will be appointed by the armed forces chief.

BCA to step up checks on lifts around Singapore: Lawrence Wong

SINGAPORE – Following the recent spate of lift incidents, the Building and Construction Authority (BCA) will be conducting independent audit checks of passenger lifts around Singapore.

In a Facebook post on Friday (Mar 11), National Development Minister Lawrence Wong said that he had instructed BCA to carry out the checks alongside the investigations by appointed experts that have been launched by individual lift owners.

He added that BCA will be updating lift regulations as part of its ongoing review to enhance standards and ensure compliance by all lift owners, manufacturers and contractors. The review is expected to be completed by the end of the year.

There have been a number of lift incidents in HDB blocks in the past few months. Just last Monday, a lift at an Ang Mo Kio HDB block suddenly shot up 17 storeys, before trapping an Indonesian maid inside for over an hour and a half.

A more serious incident occurred in October last year in Jurong, when an elderly woman’s left hand was severed after it got trapped between the doors of the lift she was in.

In a statement, BCA confirmed that it is stepping up its audit checks. The authority also said that if a lift is found to need further investigation, maintenence or rectification works, it would temporarily suspend the lift’s operation in the interest of public safety.

Mr Wong acknowledged that such checks would result in some disruptions to lift operations and inconvenience, and sought residents’ patience and understanding on the matter.

“We want to be thorough in our checks and cannot compromise on safety,” he stressed.

How trees can cut your air-con bill

Did you know that the patch of trees behind your house might save you money on air-conditioning bills?

This has to do with the way plants cool the air when water evaporates from their leaves. With climate change already bringing higher temperatures and more extreme weather events, the importance of greenery is set to increase.

“We are in a climate where every degree counts in terms of human comfort,” said Associate Professor Matthias Roth of the department of geography at the National University of Singapore (NUS).

This is especially so in a densely built city like Singapore, where concrete surfaces absorb heat during the day and the “canyons” of closely packed buildings prevent it from escaping at night.

This is known as the urban heat island effect and was the subject of a recent study by Prof Roth in collaboration with his master’s student, Mr Reuben Li.

They deployed about 40 temperature and humidity sensors all over Singapore, monitoring hourly changes in different environments over about three years.

The study found that rural areas with few buildings, like Lim Chu Kang, were about 3 deg C cooler at night than urban areas such as Orchard Road. This is because a flat and open rural area allows heat to escape easily at night.

If the night is clear and calm, the rural area can be up to 7 deg C cooler as there are no clouds to prevent heat from escaping into space, and no wind blowing in warmer air from the city.

In the day, however, rural areas are as warm as urban areas, the researchers found. This is where having tall trees can make a difference.

The temperature sensors showed that at midday, forested areas are about 1.5 deg C cooler on average than urban areas. This is because trees provide shade as well as evaporative cooling.

Even a small park in the city can have a cooling effect. An example is Telok Kurau Park, a rectangular plot measuring 187m by 97m with large shady trees, in the midst of a sprawling estate of low-rise housing.

A study by Prof Roth’s honours student, Ms Khoo Yuan Ling, in 2004 found that on a clear and calm night, the park can be up to 2 deg C cooler than the surrounding area.

She also found that the cooling effect can be felt beyond the park boundary up to a distance roughly equal to its width. This is known as the edge effect.

Said Prof Roth: “If you remove the pocket of green area, you remove the edge effect as well.”

The result? Increased discomfort and higher air-conditioning bills as people fight the heat by blasting their air-conditioning.

The Centre for Climate Research Singapore has projected an increase in surface temperature of 1.4 to 4.6 deg C across the country by the end of the century. While global warming is impossible for Singapore to control on its own, it still has a role to play.

“What we can do locally is to try to mitigate the heat island effect,” said Prof Roth.

The Singapore Government has worked hard to preserve greenery in the country, which ranks among South-east Asia’s foremost economic powerhouses. Almost half of the island is green. The total area of greenery in Singapore increased from 35.7 to 46.5 per cent from 1986 to 2007, according to a report by the National Parks Board.

The Urban Redevelopment Authority (URA) says that 9 per cent of Singapore’s land has been set aside for parks and nature reserves, and 19 per cent for defence. A large proportion of the land for defence use is wooded.

URA also has policies in place to ensure that greenery and development go hand in hand.

“In all new regional growth centres, it is now mandatory for developers to replace 100 per cent of the site area they displaced on their new buildings in the form of greenery and communal spaces,” said a URA spokesman.

Mr Kavickumar Muruganathan, head of eco-certifications and lead environmental engineer at the Singapore Environment Council, pointed out that greenery serves many purposes. Besides cooling the air and being home to wildlife, it relaxes the mind and acts as a natural noise barrier.

“It even acts as an effective flood alleviation mechanism,” he added, citing the ability of vegetation to retain water.

PAP Seniors Group seeks review of ElderShield

The People’s Action Party (PAP) Seniors Group wants more to be done for elderly folk who are suffering from age-related ailments, as well as for their families, who are the caregivers.

Its recommendations include improving ElderShield, a national insurance scheme for those with severe disabilities.

Yesterday, its list of ideas for the upcoming Budget was submitted to the Finance and Health ministries by Speaker of Parliament Halimah Yacob, who heads the group.

The organisation, a wing of the ruling party, was formed in 2013 to champion causes for the elderly.

Among its proposals yesterday were for ElderShield to be made compulsory, instead of allowing those who are eligible to opt out.

The scheme was introduced in 2002, but excluded those aged 70 and older that year. The group said this age limit should be removed.

It also wants the scheme to include those with pre-existing conditions, which is the case with the new MediShield Life health insurance.

The group also wants ElderShield to be administered by the Central Provident Fund Board, instead of the three private insurers which are providing coverage now. It said those covered under ElderShield make up only about one-third of those under Medishield Life.

“ElderShield has not only a much smaller risk pool, but this risk pool is also split among three insurance companies, raising serious questions about its long-term viability, affordability of its premiums and extensiveness of coverage.”

As for ElderShield payouts, the group suggests that payouts be pegged to inflation or reviewed every three years, to ensure they keep pace with rising costs.

Payouts should also ideally last until the end of the beneficiary’s life, instead of the current maximum of six years.

It also called on the Government to keep premiums affordable, but did not say what steps needed to be taken to ensure this.

As for caregivers, the group said many may have left their careers or taken less demanding jobs to care for ailing family members. To make up for lost income, it calls on the Government to give them an allowance or top up their CPF Medisave or Retirement Accounts.

As the need for healthcare staff is expected to grow, the group also said it hopes the Government will do more to attract Singaporeans to take up such jobs through job redesign, training, better pay and better career paths.

'Hot convict' Jeremy Meeks is released, ready to be model and actor

Soon you will see him as a real fashionista in the latest designer wear, and not as a criminal photoshopped to look like one.

“Hot convict” Jeremy Meeks is finally out of jail after serving time for about two years.

The convicted felon, who became a free man on Tuesday (March 8), is well prepared to plunge into the world of modelling and acting, banking on the popularity he had garnered – ironically – while behind bars.

In 2014, Meeks, who was 30 then, became an Internet sensation when his mug shot went viral after the Stockton Police Department in California, US, posted it on their Facebook page. It garnered tens of thousands likes.

Then many more photos of him – photoshopped with the addition of chic-looking clothes or to resemble a superhero by netizens – did the rounds online, to the wild approval of female fans.

Sentenced to 27 months in prison on weapon charges, he had hoped for an early release for good behaviour.

In an Instagram post put up after his release, Meeks said: “I want to thank my family and everybody for all your love, support and prayers. I’m overwhelmed and grateful for what lies ahead. I’m ready.”

Meek’s agent, Jim Jordan, a renowned fashion photographer, said in a statement: “There are a multitude of offers on the table. Jeremy is humbled and grateful and overwhelmed by the outpouring of love, support, and prayers for him and his family.”

Jordan said Meeks will spend the next couple of weeks in transitional housing before embarking on his new journey.

Last year, Meeks told ABC News in an interview from prison that he was doing workouts to get ripped in preparation for his modelling career.

“I eat healthy. I do a lot of push-ups, pull-ups, dips, burpees, and I stay very active,” he said.
