13 North Koreans working in restaurant seeking political asylum in South

SEOUL – Thirteen North Koreans who worked at a restaurant run by the isolated state in a third country are seeking political asylum in South Korea, the South said on Friday, describing the defections as unprecedented.

The workers, 12 women and a man who managed the restaurant, arrived on Thursday in the South, which admitted them on humanitarian grounds, said Jeong Joon-hee, a spokesman for the South’s Unification Ministry, which handles North Korea issues. “There was a shared wish to go to South Korea and nobody was resistant to that,” Jeong quoted a person in the group as telling authorities.

He said the workers likely faced increased pressure from Pyongyang to send cash earned from the restaurant back home as other income sources are crimped by tough UN sanctions.

South Korea has discouraged its citizens from eating at North Korean restaurants abroad after it imposed new sanctions against Pyongyang in March following a UN Security Council resolution triggered by the North’s fourth nuclear test. Media reports have said business has suffered.

The restaurants, in countries such as China and Cambodia, generate an estimated US$10 million (S$13.5 million) in income annually which is channelled to the North, according to the South’s Unification Ministry.

The North Korean restaurant workers often perform musical routines in addition to serving food, and are chosen in part for their perceived loyalty to the regime.

Jeong said it was unprecedented that such a group had defected from the same North Korean restaurant abroad.

It is also unusual for South Korea to make a formal announcement about defections by North Koreans, or to even comment on them.

Jeong said the government decided to go public about the arrivals because of the “unusual” nature of the defections.

About 29,000 people had fled North Korea and arrived in the South as of March, including 1,276 last year, with numbers declining since a 2009 peak.

North Korean defectors to South Korea typically travel through China to a third country before reaching the South. The North punishes those who are caught trying to defect and their families.

Jeong declined to identify the country where the restaurant was located, or which country the group was in before arriving in South Korea, citing potential impact on diplomatic ties.

US says China internet censorship a burden for businesses

BEIJING – The United States has labelled China’s internet censorship a trade barrier in a report for the first time since 2013, saying worsening online restrictions are damaging the business of US companies.

Since Xi Jinping became China’s president that year, the US had not listed China’s so-called Great Firewall as a trade impediment despite widespread outcry that the online blocks limit access to crucial information, email and search services such as those found on Google’s platform.

“Outright blocking of websites appears to have worsened over the past year, with eight of the top 25 most trafficked global sites now blocked in China,” the US Trade Representative wrote in its annual report on foreign trader barriers.

“Over the past decade, China’s filtering of cross-border internet traffic has posed a significant burden to foreign suppliers, hurting both internet sites themselves, and users who often depend on them for their business,” the USTR said in the report, released last week.

The move could push the issue beyond a sticking point in bilateral ties over human rights and security, though with a litany of trade disputes already on the table, the degree to which it will feature in talks remains to be seen.

China has long operated the world’s most sophisticated online censorship mechanism known as the Great Firewall.

The websites for Google’s services, Facebook and Twitter are all inaccessible in China. Officials say web controls help maintain social stability and national security in the face of threats such as terrorism.

Under Xi, the government has implemented an unprecedented tightening of internet controls, and sought to codify the policy within the law.

According to data from the anti-censorship group GreatFire.org, almost a quarter of the hundreds of thousands of web pages, domains, encrypted sites, online searches and IP addresses that it monitors in China were blocked as of early April.

That was up from 14 per cent at the time Xi assumed the presidency.

Chinese Foreign Ministry spokesman Hong Lei told a regular briefing on Friday that a country’s independent choice for internet governance should be respected. “China’s internet is vigorously expanding and providing vast space for companies from other countries to grow,” Hong said. “China’s policy to attract foreign investment will not change.”

The Cyberspace Administration of China did not immediately respond to faxed questions, while the Ministry of Commerce declined to comment.

Foreign business lobbies have long complained that Chinese internet restrictions go beyond inconvenience and actually limit business competitiveness.

The American Chamber of Commerce in China said in its most recent report on China’s business environment that its members faced “severe challenges competing in China’s telecommunications and internet sectors due to investment restrictions, security controls and a range of protectionist measures”.

The lobby’s 2016 business climate survey showed 79 per cent of its members reported a negative impact on business due to internet censorship.

The USTR report said much of what China blocked online did not seem to fall within the realm of what was necessary to maintain social stability and national security. “Much of the blocking appears arbitrary. For example, a major home improvement site in the United States, which would appear wholly innocuous, is typical of sites likely swept up by the Great Firewall,” it said.

British Foreign Secretary says bookseller removed from HK under duress

HONG KONG – British Foreign Secretary Philip Hammond said on Friday that a Hong Kong bookseller who disappeared from the city under mysterious circumstances late last year had been removed under duress, and that the business community was “unnerved”.

Lee Bo, the bookseller and British passport holder, disappeared last December from Hong Kong and surfaced in China almost three months later. He has since returned to Hong Kong and said he had not been kidnapped by Chinese authorities as many suspect.

He has also said he would renounce his British citizenship.

Hammond was speaking to journalists in Hong Kong, a former British colony which reverted to Chinese rule in 1997.

Beware of fake website phishing for passport numbers: ICA

SINGAPORE – A fake website phishing for visitors’ visa and passport numbers has been circulating online, according to the Immigration & Checkpoints Authority (ICA).

In a statement issued on Friday (April 8), ICA warned the public to be careful not to fall prey to such scams and to exercise caution.

A police report has been lodged by ICA and the authority said that it will bring down the website and will continue to monitor the situation.

The statement said: “Members of the public are also advised to use only the official ICA website at www.ica.gov.sg for all informational and transactional needs concerning ICA matters.”

ICA has given the assurance that access to its official website remains unaffected and no data has been compromised.

“ICA takes a serious view of such fake websites as they undermine public trust in our system and processes,” added the statement.
