SINGAPORE – The Government stands ready to respond should Singapore slip into an economic downturn, Minister for Trade and Industry (Trade) Lim Hng Kiang told Parliament on Monday (Oct 10).
“Depending on the nature and severity of the downturn, the Government is prepared to consider introducing a range of contingency measures, which could include broad-based as well as sector-specific measures,” Mr Lim noted, as he addressed concerns over rising unemployment, slower growth and weak global economic outlook.
Mr Seah Kian Peng (Marine Parade GRC) had asked whether a recession was imminent, given weak economic indicators for the past several months, and what are some of the measures the Government was contemplating.
In his reply, Mr Lim added that companies that are adversely affected by the slowdown can also consider tapping on measures that are already in place.
These included the SME Working Capital Loan scheme – introduced as part of Budget 2016 – that helps small firms with cash flow concerns and financing needs for growth.
The Government has also deferred the foreign worker levy increases for the marine sector for a year, amid challenging conditions faced by companies in the sector.
Singapore’s economy is projected to grow by 1 per cent to 2 per cent this year, with slower growth expected in this half of the year -which is forecast to be lower than the 2.1 per cent achieved for the first six months of 2016.
MTI will be releasing the advance estimates of third quarter GDP growth this Friday (Oct 14) and the updated growth forecast for 2016 in November.
Mr Lim said the global economic outlook is expected to remain weak in the near term, owing to sluggish investment demand in advanced economies, slower growth in China, low oil prices and weaker global trade flows.

Against this backdrop, economic growth in Singapore has tapered from 4.7 per cent in 2013, to 3.3 per cent in 2014, and 2 per cent last year.
Despite the slowdown in growth, Mr Lim highlighted some bright spots in the economy.
“Tourism-related sectors such as accommodation have benefited from the recovery in tourist arrivals. Growth in ‘other services industries’ and the information & communications sector is also expected to remain resilient, supported by growth in the education, health & social services and IT & information services segments respectively,” he said.
Mr Lim also emphasised the importance in pressing on with efforts to steer Singapore’s economy towards a “more sustainable growth path driven by productivity and innovation”.
There is also a need to continue to transform the industries and create good jobs for citizens over the longer term, he added.

TOKYO – A Tokyo burger joint is getting its customers in on the US election action by asking them to choose the better burger from two representing US presidential candidates Donald Trump and Hilary Clinton.
In this gastronomic contest being held at J.S. Burger Cafe, which lasts until the election, voters get to pick between a Mr. Burger representing Trump, and a Mrs. Burger representing Clinton.
The former is inspired by the New York Reuben sandwich and features pastrami beef and beef patties stacked together and topped with coleslaw and homemade Russian dressing on a black bun, the colour of which signals Trump’s “darker side”, according to a restaurant spokesperson.
Mrs. Burger, created in the same spirit of invoking the street cuisine of Clinton’s hometown, is given the flavour of the Chicago Dog with the inclusion of two sausages, yellow mustard and pickles on a poppy-seed bun.
Patrons express their approval of either choice by dropping a vote into a ballot box near the cash register, and the winning burger will remain on the menu for a year, after being announced on November 9, just as the world wakes up to the new selection for US president.
LOS ANGELES – “Transformers” actor Shia LaBeouf, known for quirky stunts in the name of art, on Monday live streamed his wedding to actress Mia Goth in a ceremony officiated by an Elvis Presley impersonator.
The unconventional wedding was live streamed by celebrity website TMZ, which reported that it was performed at the Viva Las Vegas Wedding Chapel, which hosts Elvis-themed weddings.
Representatives for both actors did not respond to Reuters for comment.
British actress Goth, 23, who met LaBeouf, 30, while they filmed Lars Von Trier’s 2013 film “Nymphomaniac,” wore a simple white dress with a veil. LaBeouf opted for a suit paired with sneakers.
An Elvis impersonator wearing a black rhinestone-studded jumpsuit and sunglasses officiated the short ceremony, quipping “This is a great trip to Vegas” as the pair exchanged rings and vows.
“Mia, Shia, do you both agree to be each other’s hound dogs? Not to wear your blue suede shoes in the rain, to always be each other’s teddy bear and to give each other a hunk, a hunk of burning love?,” the impersonator asked, using lyrics from some of Presley’s most famous songs.
The ceremony ended with the couple’s first kiss as newlyweds while Bruce Springsteen’s “Hungry Heart” played in the background.
LaBeouf, who rose to fame as a fast-talking child star in the Disney Channel comedy “Even Stevens” and became a franchise leading man with the “Transformers” films, has transitioned into more artistic fare, such as this year’s indie film “American Honey.”

Table tennis: Women’s World Cup
Feng Tianwei settled for bronze at the International Table Tennis Federation (ITTF) Women’s World Cup early yesterday morning, beating Hong Kong’s Tie Yana 12-10, 7-11, 11-6, 11-8, 11-9.
The Singaporean rallied for a strong showing in the bronze play-off, after a disappointing result in the semi-final earlier in the day.
Said the world No. 6: “It’s been really tiring, especially playing such a big tournament after the Olympic Games.
“I have not been training for over a month since Rio.”
Feng had lost out on a place in the final after she was upset by Japanese teenager Miu Hirano 11-3, 6-11, 11-7, 11-13, 9-11, 13-15.
Hirano eventually went on to whitewash Chinese Taipei’s Cheng I Ching 11-9, 11-5, 11-4, 11-8 to become the youngest World Cup champion in the event’s 20-year history.
This is Feng’s third bronze medal at the World Cup, having also come in third at the 2008 and 2013 editions.
This year’s tournament is held in Philadelphia and was likely Feng’s best shot at lifting the prestigious title.
China’s Ding Ning and Liu Shiwen – the world’s top two players – both withdrew from the event due to injuries and illness.
In China’s absence – the first time the country is not involved at this competition – Feng became top seed.
In the semi-final against 16-year-old Hirano, Feng had looked on course for a second victory over her world No. 17 opponent.
The 30-year-old veteran was just one point away from a 3-1 lead in the best-of-seven-games match but allowed Hirano to claw back five straight points and eventually win the fourth – and next two games for the victory.
Feng takes home US$15,000 (S$20,600) for her bronze.
