Taiwan girl, 4, beheaded in front of mum by 'mentally unsound' man
A young girl in Taiwan was beheaded in broad daylight on Monday morning (March 28), according to several online news reports.
The 4-year-old was reportedly decapitated right before her mother’s eyes at about 11am but could not be saved in time.
A 33-year-old man, surnamed Wang, has been arrested by the police according to South China Morning Post (SCMP). He is said to be ‘mentally unstable’ and has a record of drug-related crimes.
The suspect had cut off the girl’s head in Neihu, eastern Taipei, using a cleaver.
Shanghaiist reported that he had bought the cleaver from a shop this morning and wandered around Xihu Metro Station after that.

It was there that he spotted the little girl who was riding her mini scooter, according to Apple Daily.
SCMP reported that the girl’s mother had thought Wang was going to help her child “ride up a hill” but his actions proved otherwise as he started stabbing her several times with the cleaver.
“The first thing I did was grab hold of the man, but I wasn’t able to stop him. All I could do was hold him and stop him from escaping, while calling for help,” said the mother, who witnessed the entire scene.
She was reportedly “just one metre” away from her daughter.
Eye-witnesses had tackled the suspect to the ground before police arrived, but it was too late to save the little girl.
Known affectionately to her family as ‘Little Lantern’, the child had wanted to pick up her siblings, her mother told reporters.
According to SCMP, surveillance camera footage retrieved by local media from outside a restaurant showed the suspect pacing back and forth on the street looking agitated before the incident happened.
Taiwanese television operator Eastern Broadcasting quoted the suspect’s father as saying that his only son had previously been treated in hospital for his unstable mental state but his health condition was not registered by the government.
The suspect is reportedly unemployed and relies on his parents’ income.
In a TV interview, the little girl’s mother said she does not think that any kind of law will be able to solve the problem of keeping “dangerous people from the street”.
Instead, she said: “I hope our children and grandchildren will never see this happen ever again.”

RSAF welcomes BG Mervyn Tan as new Chief of Air Force
The Republic of Singapore Air Force (RSAF) welcomed its new Chief of Air Force (CAF) Brigadier-General (BG) Mervyn Tan Wei Ming on Monday (Mar 28) at a change of command parade held at Tengah Air Base, said the Ministry of Defence (Mindef) in a statement.
BG Tan, 44, received the Air Force command symbol from outgoing CAF Major-General (MG) Hoo Cher Mou at the parade.
Witnessed by Chief of Defence Force MG Perry Lim, the parade featured static displays of the air and ground assets of the RSAF and was attended by senior SAF officers as well as RSAF servicemen and women.
BG Tan joined the SAF back in 1990 and was awarded the Singapore Armed Forces (SAF) Overseas Training Award (Graduating) in 1992.
In his military career, BG Tan held several senior command and staff appointments including Commanding Officer 121 Squadron, Head Air Plans Department, Commander Air Defence and Operations Command, and Director Military Intelligence (DMI) as well as Chief Command, Control, Communications, Computers and Intelligence (C4I).
As DMI and Chief C4I, BG Tan helped in raising, training and sustaining the military intelligence community.
He also led the review and development of the RSAF’s force structure and manpower establishment during his stint as Head Air Plans Department, which helped shape the RSAF today.
Outgoing CAF MG Hoo was appointed his role on March 25, 2013 and “has served the SAF with distinction since 1984”, the statement said.
During his tenure as CAF, he led the RSAF to an advanced stage of its 3rd Generation Transformation and introduced initiatives to position the RSAF for its future needs, specifically in the areas of training, engineering and people development.
He also helmed the operationalisation efforts of key capabilities, such as the F-15SG fighter aircraft, advanced datalink network, as well as the Hermes 450 and Heron-1 UAVs.
MG Hoo also forged greater co-operation between the RSAF and other air forces.
This change of command is part of the SAF’s leadership renewal process, said Mindef.

SINGAPORE – Inspections by the National Environment Agency (NEA) at Punggol’s Waterway Point after a rat was seen there last Wednesday (March 23) have uncovered some signs of rat activity in a food shop and ceiling above a common area of the mall.
'Missing' woman back in S'pore with Romanian boyfriend and mother
The Singaporean mother-daughter duo, who went ‘missing’ back in January this year but were later found in Romania, are now back in Singapore, according to Shin Min Daily.
They have reportedly returned with the daughter’s Romanian boyfriend and his mother as well.
Cheryl Yap, 25, and her mother, Madam Foo Li Kheng, 61, had travelled to Romania to look for her boyfriend of over two years, Alexandru Donea, without informing their family members.
They had been ‘missing’ for 10 days but it was only after five days of their disappearance that Ms Yap’s father filed a police report after failing to reach his his wife and daughter on their mobile phones.
The 59-year-old taxi driver was worried that his wife and daughter had fallen prey to a scam, especially since his housewife spouse had “never gone overseas before”.
However, the pair was found soon after news broke that they had disappeared.
On Feb 2, Romanian police wrote in a Facebook post that officers had met with both Cheryl and her mother in Vulturesti, a village commune in Olt County about 150km from Bucharest.
“They were not victims of any crime,” the Romanian police wrote, before wishing the pair a pleasant stay in Romania.
Now, it seems that Mr Donea and his mother, Aurelia, are in Singapore to visit Cheryl’s family.
According to Shin Min Daily News, both Mr Donea and his mother arrived in Singapore about two weeks ago, and intend to stay here for three months.
In a Facebook post on March 12, Mrs Donea said: “In Singapore with my daughter and son shopping!”
She also uploaded a picture of herself with Mr Donea, Ms Yap and Madam Foo that was taken in a shopping mall and geo-tagged “Singapore”.
Mrs Donea also posted other pictures taken around Singapore.
Mr Yap said that he does not object to the romance, and just wants his daughter to be safe, Shin Min reported. He had also previously told the media back in February that he had no objections to his daughter’s plans for her personal happiness as “she is now grown up”.
It was reported earlier that Ms Yap and Mr Donea have plans to get married in one to two years’ time and relocate to the United States.
The two met online two years ago and grew closer because of their shared interest in manga.
