Buangkok Sword Incident: Man Charged With Causing Injury With Intent

SINGAPORE: A man was charged on Wednesday (March 16) for swinging a sword at pedestrians and crashing into passing vehicles on Buangkok Crescent.

Fadhil Yusop, a 37-year-old Singaporean, was charged with voluntarily causing harm using a “katana sword” at the Plaza des Nations shopping mall at around 1.58pm on Monday.

He is charged with slashing Mr. Kumarapeli Arachchige Amila Chinthana three times, resulting in one slash on the victim’s left arm and two cuts on his left shoulder.

Fadhil appeared in court via a video link while on remand with a cast on his left arm. He was in a wheelchair but stood up as the charges were read to him by a court interpreter. Later, when the judge mentioned his case, he limped in.

A judge ordered him on remand for three weeks at the medical centre at the Changi Prison Complex for psychiatric observation. He will return to court on April 6.

If convicted, he could be jailed for up to seven years, fined, whipped or any combination of these penalties.

The incident on Monday afternoon went viral online after video of the incident went viral on social media.

Police said on Monday they received multiple calls about 2pm about a man brandishing a sword and blocking oncoming traffic in the middle of Buangkok Crescent.

After a “brief altercation” with the public in the elevator lobby of his residential complex, Fadhil jaywalked across the road and allegedly struck five passing cars with his sword.

At a traffic intersection in front of the Plaza des Nations shopping mall, he allegedly swung a sword at another man.

Citizens stepped forward to help stop the accused until police arrived and arrested him.

One man was taken to hospital with two superficial stab wounds to his left arm, and another man suffered a bruise to his left knee.

Police then raided Fadir’s home and seized two packets of “yellow pills”.

“Preliminary investigations revealed that the man had taken some unidentified pills before leaving the home,” police said.

No hint of terrorism: ISD
On Tuesday night, the Internal Security Department (ISD) said Fadir allegedly shouted “Allahu Akbar” during the incident and was cooperating with police to investigate the incident.

“It is believed that Fadir acted alone and preliminary investigations to date have not indicated that the incident was an act of terrorism,” the department said.

The ISD said it had investigated Fadhil in 2016 for sharing photos of militant groups online, but there was “no indication that he was radicalized or intended to be involved in armed violence”. His social media posts received written warnings.

In January 2020, Fadhil was arrested after approaching the imam of Masjid Al-Mawaddah with a knife. The ISD said a joint investigation with police at the time did not indicate that the attack was terrorism-related.

The ISD said he was found to have taken a large number of tablets containing dextromethorphan, which led to his behavior.

He was sentenced to nine months and two weeks in prison and was released in July 2020 after his sentence was backdated.

“While Fadhil was assessed as not being radicalised, as a precautionary measure, following the second incident, he was referred for religious counselling,” the ISD said.

Police also said Fadhil was previously remanded at the Mental Health Institute and diagnosed with a substance use disorder.

On Tuesday, six members of the public who helped restrain the defendants received public spirit awards.

They included the man Fadhil allegedly swung his sword at and a Temasek Polytechnic student who passed by during the incident.

Four Warehouse Operators In Keppel Distripark Find Service Price Fixing: Competition Watchdog

SINGAPORE: The Competition and Consumer Commission of Singapore (CCCS) said on Wednesday (March 16) that it had issued Proposed Infringement Decisions (PIDs) over Keppel Logistics Park pricing to four warehouse operators.

The four companies are CNL Logistic Solutions, Gilmon Transportation & Warehousing, Penanshin (PSA KD) and Mac-Nels (KD) Terminal.

The competition watchdog said it had “engaged in anti-competitive coordination to fix prices for warehousing services at Keppel’s distribution centres” by imposing what it called a “free zone surcharge”. The CCCS added that this violated the Competition Act.

A PID is a written notice setting out the facts of the CCCS assessment and the reasons for its recommended decision.

It is issued to parties to assist them in making their representation and to provide any other information to support their representation for consideration.

In August 2018, CCCS opened an investigation after receiving complaints about possible price fixing at Keppel Distripark, a cargo distribution centre on Kampong Bahru Road.

The investigation found that between June 15 and June 16, 2017, representatives of the four operators communicated about their plans to implement a “free trade zone surcharge” with the same name and price.

This is the fee charged to its customers to provide warehousing services for imported goods.

In doing so, the competition watchdog said they deliberately replaced actual cooperation between them with the risk of price competition and did not set prices independently.

According to the survey, the pricing took place from June 15, 2017 to November 19, 2019.

CCCS said it believes pricing events are harmful to competition, adding that businesses should independently determine their prices or pricing strategies, including whether to impose any surcharges and the amount of such surcharges.

Operators, including those applying for leniency under the CCCS leniency scheme, lodge an appeal with the competition regulator within six weeks of receiving the decision.

“CCCS will carefully consider these statements and all available information and evidence before making a decision,” it said.

The CCCS leniency program grants leniency to businesses that are part of a cartel agreement or collaborative practice (or trade associations that participate in or facilitate cartels) when they provide CCCS with information about their cartel activities.

Such businesses are encouraged to come forward and inform CCCS of cartel activity – which, according to the competition watchdog, exceeds the policy objective of imposing financial penalties on participants in such cartels.

Subject to leniency conditions, businesses can be granted full immunity or a reduction of up to 100% or 50% of the financial penalty, depending on whether CCCS has opened an investigation and when leniency is applied.

Anti-Profiteering Committee Reconvenes Ahead Of GST Hike To Focus On Everyday Essentials

SINGAPORE: The committee set up to ensure businesses do not raise prices under the pretext of an upcoming Goods and Services Tax (GST) hike will focus on everyday items commonly used or consumed by Singaporean households.

These include basic food items such as eggs, chicken, vegetables and meals at hawker centres and coffee shops, as well as non-food essentials such as household items.

The Anti-Profiteering Committee, first announced by Finance Minister Huang Xuncai in his Budget speech last month, reconvened and held its first meeting on Wednesday (March 16).

The committee is chaired by Minister of Trade and Industry Lau Yan Ling, and its other 12 members include business leaders, representatives of chambers of commerce and grassroots organisations, and MPs.

First established after the introduction of GST in Singapore in 1994, the committee was also reconvened during previous rounds of GST hikes in 2003 and 2007.

Singapore will increase the GST rate from 7% to 9% in two steps, with the first increase to 8% taking place on January 1, 2023. The second increase to 9% will begin on January 1, 2024.

“To address concerns that some wrong businesses may use the GST increase as a cover to raise prices, we support the Anti-Profiteering Commission before actually increasing the GST,” Ms Liu said.

“The committee’s role is to review and investigate feedback on unreasonable price increases for essential products and services under the pretext of GST hikes.”

Members of the public who wish to provide feedback on “unreasonable price increases” through the Commission’s official website – www.cap.gov.sg from April 1. The required information will include business details as well as specific products and price increases.

All feedback submitted through the site will be reviewed and further investigated if necessary, the committee said in a press release.

After reviewing and investigating the relevant feedback, committee members agreed on the need to work with partner agencies and organisations such as the Competition and Consumer Commission of Singapore, the People’s Association and the Consumers Association of Singapore.

The commission will hire businesses to find the reasons for the price increase and evaluate the explanations provided to determine whether it constitutes profiteering. It said it could “enable public wrongful businesses seeking profiteering under the pretext of GST hikes”.

Committee members also acknowledged the pressure businesses face amid global supply chain disruptions and energy costs. They urged businesses to “be transparent about prices and not to misrepresent the reasons for price increases as this would mislead consumers”.

The committee reiterated that it is unacceptable for businesses to use the GST hike as a justification for raising prices prior to implementation.

It is also unacceptable for businesses to increase prices beyond the GST increase on the grounds of GST after implementation.

Singapore Airlines, Scoot To Expand VTL Network In Southeast Asia And India In Coming Weeks

SINGAPORE: Singapore Airlines and its low-cost carrier Scoot will expand their Vaccinated Travel Lane (VTL) network to connect 66 cities in 27 countries in the coming weeks.

“From March 16, 2022, the new VTL service will be gradually added in selected cities in Southeast Asia and India, as well as in Athens,” the airline’s parent company, SIA Group, said on Tuesday (March 15).

It added that more non-VTL flights will also be converted to VTL flights to certain destinations.

SIA Group, reporting its operating results for February, said passenger traffic fell slightly to 44% of pre-COVID-19 levels.

It said that was 2% lower than January, “attributable to the shorter period in February”.

Passenger traffic is expected to be around 57% of pre-COVID-19 levels by April of this year.

The group load factor in February was 39.1%, down 0.9% month-on-month. This figure is up 29.4% from the same period last year.

In the first half of February, VTL ticket sales were still impacted by a 50% reduction in arrival quota.

“On February 16, 2022, Singapore announced that it would remove the 50% cap and gradually increase the daily arrivals VTL quota from 5,000 to 15,000 passengers by March 4, 2022,” the SIA Group said.

The cargo business’s load factor was 69% in February, down 25.6% year-on-year; it added that this was “in line with seasonal fluctuations”.

Cargo capacity increased by 50.4% in February due to the gradual resumption of passenger flights.

But SIA Group said cargo volumes rose only 9.8% as overall air cargo demand slowed during the Lunar New Year holiday period and more belly space was allocated for passenger luggage as passenger load factors improved.

In February, Scoot added Miri to its network, while resuming services on the Gold Coast and Hanoi. Singapore Airlines also resumed flights to Denpasar, Bali.

As of the end of February, Singapore Airlines served 63 destinations, of which Scoot flies to 37 destinations.
