Action taken against those who violated safe distancing rules at markets, hawker centres; enforcement officer hit by man: NEA
SINGAPORE: A National Environment Agency (NEA) enforcement officer was hit by a man ignoring COVID-19 safe distancing measures, the agency said on Wednesday (Apr 15), one of two cases of non-compliance it described as egregious in recent days.
From Monday to Wednesday, 19 instances of enforcement action were taken against members of the public for violating of safe distancing requirements at markets and cooked food sections of hawker centres, NEA said in a press statement, adding that two cases involved people who turned aggressive when approached by NEA officers.
In one case on Wednesday, a man was seen eating at the cooked food section of a hawker centre at Block 89 Circuit Road when he was approached by NEA enforcement officers.
The man refused to provide his particulars to the NEA officers, who then activated the police. But the man attempted to leave before the police arrived.
“An NEA enforcement officer tried to stop the man who then hit the officer in the face,” said NEA.
“Investigation is being conducted and multiple charges may be considered.”
In a Facebook post, Minister for the Environment and Water Resources Masagos Zulkifli said police will investigate the matter, and called the incident “unacceptable”.

In another case of egregious non-compliance, a woman was seen not observing the 1m safe distancing rule when purchasing food at a stall on the second floor of the hawker centre at Block 320 Shunfu Road on Tuesday.
She was advised by SG Clean Ambassadors to practise safe distancing but she instead proceeded to sit at the dining area of the cooked food section and eat the food she bought.
When she was advised to leave, the woman refused to comply and challenged the ambassadors and took photographs and videos of them. The police were activated but the woman was also uncooperative towards them and began to video the engagement.
Her particulars were taken down by the police and she would be issued with a composition fine of S$300, NEA said.
“NEA takes a serious view of those who verbally or physically abuse our officers and SG Clean Ambassadors,” the agency said.
“We will not hesitate to take strong actions against such egregious offenders, including criminal prosecution if necessary.”
In a separate press release on Wednesday, the Ministry of the Environment and Water Resources encouraged members of the public to use the OneService App to report cases where safe distancing is not being practised.
“The information provided will help relevant agencies identify hotspots which require further patrols,” said the Ministry.
“Please provide specific details and photographs of the issue when submitting feedback.”

It has been a week since elevated safe distancing measures were implemented last Tuesday to curb the spread of the COVID-19 coronavirus, which has infected almost 3,700 people in Singapore and killed nearly a dozen people.
After a week of observation at markets and hawker centres since access control measures were put in place, four “hotspot” markets with long queues and extended peak hours have been identified by NEA.
These include the markets at Geylang Serai, Block 20/21 Marsiling Lane, Block 104/105 Yishun Ring Road (Chong Pang Market) and Block 505 Jurong West Street 52.
NEA advised visitors at those markets to consider visiting nearby markets as alternatives.
The agency also reminded members of the public not to loiter around hawkers, while those sitting or waiting for their food takeaways should maintain safe distancing and not sit on seats that is demarcated as not to be occupied
“As Singapore moves into the second week of the circuit breaker period, the continued cooperation of all patrons, as well as stallholders, is required to ensure the success of the circuit breaker measures to halt the transmission of COVID-19 in Singapore,” said NEA.

Record 447 new coronavirus cases in S'pore, of which 404 are linked to dormitories

SINGAPORE – New Covid-19 cases hit another daily high on Wednesday (April 15), with the Ministry of Health announcing 447 new cases.
This brings the country’s total cases to 3,699 as of noon on Wednesday. There were 41 more cases discharged bringing the total number of those recovered to 652.
Dormitories continue to make up the vast majority of new cases. A total of 404 of the 447 new cases are work permit holders residing in dormitories.
There were another four new clusters at dormitories and new cases at nearly all existing dormitory clusters. The S11 Dormitory @ Punggol, Singapore’s largest cluster, added another 74 cases bringing the total to 797.
Five of the new cases are work permit holders living outside dormitories.
There were 38 new local cases in the community on Wednesday and the Ministry of Health noted that the number of new cases in the community has remained stable in the past two weeks, with an average of 36 cases per day.

Couple seen kissing at Upper Boon Keng Rd fined $300 each for breaching safe distancing measures

A man and woman who were seen kissing and having drinks at a public bench at Upper Boon Keng Road on Tuesday (Apr 14) were each fined $300 for breaching safe distancing measures.
A Stomper alerted Stomp to the incident and shared photos and a video of the couple sitting at the bench near a barbeque pit that had been cordoned off with red and white tape.
“The police arrived at 9.10am after several calls from different neighbours,” she said.
In response to a Stomp query, the police said: “On Apr 14 at 8.38am, the police received multiple calls from a member of the public who informed that two persons were sitting on a bench that had been cordoned off at Block 8A Upper Boon Keng Road, as part of elevated safe distancing measures.

StarHub internet goes down at the worst possible time; no evidence of cyberattack

Starhub issued a statement at 8.45pm that all affected services were fully restored as of 8.20pm today.
For Starhub customers today (Apr 15), the internet went down in the worst of times — during the circuit breaker period when the majority of the country are working and studying at home.
The telco’s internet service faced intermittent outage issues earlier this morning, with fibre connection services to customers in the north and north-east regions impacted for about 20 minutes.
This, according to StarHub in a Facebook post at 3.45pm, was due to a fault in network equipment.
“Backup equipment took over immediately and affected services started to resume progressively,” the telco assured, advising customers to reboot their modems and routers to refresh their data connection.
Down Detector noted that the issues started just after 11am.

40 days in isolation: Covid-19 patient in S'pore continued to test positive despite symptoms subsiding

With Singapore in full circuit breaker mode, many of us are desperately finding new ways to combat cabin fever — from flexing our cooking skills to attending virtual concerts.
Now imagine being stuck in a room with patchy Wi-Fi, not knowing when you’ll get out.
Until recently, that was the life of Covid-19 patient Charles Pignal, who spent almost 40 days in isolation before finally being allowed to return home.
The 42-year-old French national, who is based in Singapore, was given the all-clear after testing negative for the virus twice on April 12.
This came after a full month of positive tests despite feeling “super healthy”, he said on Instagram, where he documented his experience in daily clips.
