You won't find tiger parts for sale, says Louis Ng

Much like most of Singapore’s native wildlife, animal welfare group Animal Concerns Research and Education Society (Acres) is hard to spot but active, Acres founder and chief executive Louis Ng says.

My Paper speaks to the 38-year-old father of one about the country’s native wildlife, the problem of animal smuggling and a possible coalition of animal groups here.

How has your move into politics (as MP for Nee Soon GRC) affected your time with Acres?

(My time) is split into four now. Politics, town council, Acres and my family.

The focus for Acres is to really groom the next generation of leaders. I’ve run it for 15 years now as CEO.

What does Acres do?

We’re most popular now for our 24/7 rescue work.

But more importantly, we also focus on tackling wildlife crime through our wildlife investigation team. They do a lot of undercover work, a lot of inspections or undercover surveys of pet shops. We’re out on our roadshows as well.

What is your stand on animals in zoos?

I think there is some use.

We’re not against zoos or animals in captivity (for conservation) but we’re against certain practices like elephant rides, photography sessions, dolphin contact sessions. But TripAdvisor taking that very strong stand and not selling tickets (to cruel wildlife attractions) now, that’s going to be crucial.

There are good zoos and bad zoos.

What about the Singapore Zoo?

After all these years of campaigning, we are more towards a good zoo. We’ve stopped the elephant rides, the chimp photography, animal shows with circus-style tricks, they’ve agreed to phase out the keeping of Arctic animals.

How prevalent is the smuggling problem here?

It’s statistically on the decline. When Acres started in 2001, you could go to the pet shop and buy star tortoises. And this is a jailable offence.

The first undercover we did for bear bile, we found 73.5 per cent of shops selling. We found tiger penis, tiger bone openly on sale. You will not find that now.

What’s coming up in Acres?

We’re focusing on two roadshows next year (for awareness): Firstly, animal sentience, showing that animals are like us – they have feelings, friends and families – and a whole roadshow in the second half of the year about our native wildlife.

What about NGOs like Voices for Animals which are worried about rising rental costs?

They will have to raise the funds. Ultimately, a charity has to raise its own dollars and cents. During a forum, somebody said the Government should just fund it. But you know we don’t even build our own kidney dialysis centre.

If you want the Government to fund everything, that will never happen, because where will we draw the line?

Have you ever considered a coalition among animal groups in Singapore?

I think they submitted a proposal to the Ministry of National Development more than a year ago, all the animal groups coming together to request (unsuccessfully) for land. Part of the issue was that they requested for too much land.

Are you still working towards a shared space for animal groups?

Yes. It will take some time.

What is the status of the Yishun cat killings?

One guy was convicted. There have been other (suspects) but every lead has been investigated. It’s hard to get evidence. If you know that area (has a) camera, (you won’t) kill the cat there. We’re going to put out more police cameras, not just to tackle cat killing, but it will also have that knock-on effect.

What is your favourite animal?

Housefly. Because they don’t give up.

Everyone wants to be The Joker and Harley Quinn this Halloween

Suicide Squad’s anti-hero Harley Quinn and The Joker, her “Puddin'”, have taken over Halloween as the perfect couple get-up.

Instagram was flooded with #jokerandharleyquinn Halloween photos, showing a number of couples in The Joker’s signature green hairstyle and Harley’s “Daddy’s Lil’ Monster” crop top.

While The Joker is known to be an abusive boyfriend who’s not quite husband material, the couple has been painted in the movie and romanticised by fans as #RelationshipGoals. Because really, who doesn’t like to be with someone who’s as crazy as yourself?

The pair has quickly become a breakout hit from the DC Comic movie that was released this year and it has been confirmed that there will be a spin-off movie of Harley Quinn, played by Australian actress Margot Robbie.

Word has it that Suicide Squad 2 will most likely hit the screens in a few years, but it seems like the Joker-Harley costumes will still be making an appearance for a long time to come.

Singapore: Former banker first to stand trial in international 1MDB probe

TRIAL kicked off Monday in the case of former private banker Yeo Jiawei, the first individual to be tried in Singapore amid the ongoing international probe on 1Malaysia Development Berhad (1MDB).

According to Channel News Asia, Yeo, who is a former BSI bank wealth planner, is accused of perverting the course of justice by tampering with key witnesses in urging them to lie and destroy evidence.

Prosecutors said Yeo, who was arrested in March, was instrumental in laundering “staggering amounts” of money and amassing some SG$26 million (US$18 million) while handling the 1MDB-related funds.

“This is by far the most sophisticated, largest money laundering case the (Commercial Affairs Department) has handled,” Deputy Public Prosecutor Tan Kiat Pheng was quoted as saying in the opening of Yeo’s trial.

The former banker is on trial for four charges of perverting the course of justice and faces up to seven years’ jail with a fine if convicted. A further seven charges of money laundering charges have been stood down for now.

The prosecutors told the district court that the 33-year-old Yeo, who worked for BSI between December 2009 and July 2014, had contacted three witnesses to ask them to lie to the police to protect him and his firm, Bridgerock Investment, the day after he was released on bail in March.

The District Court heard that Yeo, during a meeting at Swiss Club in Singapore on March 27, had asked BSI’s wealth management services director, Kevin Michael Swampillai, to tell police that a series of bank transfers by Samuel Goh Sze-Wei to Bridgerock Investment and GTB Investment were genuine investments.

The prosecutors said in reality, Yeo and Swampillai were the owners of Bridgerock Investment and GTB Investment respectively, and that the funds were siphoned from BSI bank and an unnamed fund manager. Yeo, during the same meeting, had also allegedly asked Goh to tell police that the transfers were his investments.

“In a display of complete and wanton disregard for the law and CAD’s investigations, he met and contacted key witnesses in the hope of suppressing incriminatory evidence pertaining to his own illicit schemes and activities,” DPP Tan said, as quoted by the Straits Times.

Prosecutors also charged that Yeo had used Amicorp Group to facilitate illicit transactions. Yeo was also accused of asking an Amicorp Group employee, Jose Renato Carvalho Pinto, to dispose of the latter’s laptop for containing evidence of Yeo’s dealings with the group, and urging the latter not to travel to Singapore where he would be questioned by its Commercial Affairs Department (CAD), CNA reported.

Yeo, prosecutors said, had also asked Pinto via the “Telegram” messaging application to tell his colleague to deny any knowledge of his dealing’s with Amicorp group if he was ever questioned by the CAD.

The trial is scheduled to last up to nine days from Oct 31 to Nov 7 and the court is expected to call upon nine witnesses in the case against Yeo.

Yeo is among three former BSI employees facing related charges. Last month, authorities charged Yak Yew Chee and Yvonne Seah with carrying out suspicious money transfers for Malaysian tycoon Low Taek Jho, better known as Jho Low, in a related case.

A broker with a Singapore Maybank branch, Kelvin Ang, is awaiting trial after being charged with allegedly paying a research analyst to produce a favourable valuation report on certain 1MDB assets, the Straits Times reported.

In early October, the Monetary Authority of Singapore (MAS) withdrew the merchant bank status of Falcon Private Bank Ltd over “serious” breaches of anti-money laundering (AML) regulations in relation to 1MDB transfers.

Falcon was the second Swiss bank ordered shut by Singapore over violations linked to 1MDB after BSI was ordered to be shuttered in May.

1MDB is currently the subject of numerous multi-agency probes across the world, as well as a civil lawsuit filed recently by the United States’ Department of Justice (DoJ).

According to U.S. prosecutors, fund officials have diverted more than US$3.5 billion through a web of shell companies and bank accounts abroad.

Despite the allegations, Prime Minister Najib Razak,  who chairs the fund, has vehemently denied any wrongdoing in the handling of 1MDB, from which hundreds of millions dollars were found deposited in his personal bank accounts.

Thailand 'making preparations' for Dec 1 succession

BANGKOK – Thailand is making preparations for Crown Prince Maha Vajiralongkorn to ascend the throne on Dec 1, two senior military sources with knowledge of the matter said.

The death of King Bhumibol Adulyadej on Oct 13 at the age of 88 has plunged the Southeast Asian nation of 67 million people into a year of mourning.

News of the December timeframe follows the prince’s departure for Germany at the weekend where he had personal business to attend to, one senior military source told Reuters, adding that the prince would return in November.

“We are making preparations. Everything is being prepared for Dec 1,” said another senior military source who declined to be identified.

“But this timeframe also depends on His Royal Highness.”

Prime Minister Prayuth Chan-ocha had said the prince’s formal ascension could be within seven to 15 days of the king’s death, or later.

Speaking on behalf of the prince hours after King Bhumibol’s death, Prayuth said the prince wanted to grieve with the people and leave the formal succession until later, when parliament will invite him to ascend the throne.

His formal coronation, however, cannot take place until after the king’s cremation in a year’s time.

FACE OF ESTABLISHMENT

Prem Tinsulanonda, 96, who was head of the powerful Privy Council and is known as the face of Thailand’s traditional establishment, is acting as regent until the new king is named.

Thailand’s strict lese-majeste laws have left little room for public discussion about the succession. The laws have also severely curbed public discussion about the prince, who does not enjoy the same level of public support as his father.

Thailand has weathered more than a decade of political upheaval that has pitted the royalist-military establishment against populist political forces.

The latest chapter was a May 2014 military coup which removed the government of prime minister Yingluck Shinawatra and which the military said it carried out to end Thailand’s cycle of political instability.

Kan Yuenyong, executive director of the Siam Intelligence Unit think-tank, said he did not foresee any political violence over the next year but added that political divisions would resurface if the succession did not go smoothly.

“Political tensions might warm up again and struggles could follow,” he said.

Thailand’s baht has slid 0.9 percent throughout October amid concern the king’s death may increase political uncertainties and hurt economic activity in the near term.

Woman at centre of South Korea political crisis begs forgiveness

SEOUL – The woman at the centre of a South Korean political scandal begged forgiveness on Monday as she arrived to meet prosecutors investigating allegations she used her friendship with President Park Geun-hye to influence state affairs and gain benefits.

Choi Soon-sil, wearing a hat and scarf and covering her face with her hand, pushed her way through a scrum of journalists and protesters demanding her arrest and Park’s resignation, losing a shoe in the melee, to enter the prosecution building in Seoul.

“I committed a crime I deserve to die for,” said Choi, according to pool reporters who followed her into the building, using a Korean expression to convey deep remorse. “Please forgive me.”

Choi returned to South Korea early on Sunday from Germany, where she had been staying, and was ready to answer prosecutors’questions, her lawyer said earlier.

She had been under intense pressure to return as the political crisis engulfed Park over allegations that she allowed Choi to use her friendship to exert improper influence and reap benefits.

Thousands of South Koreans rallied on Saturday seeking Park’s resignation over the scandal. They said Park betrayed public trust and mismanaged the government, and had lost a mandate to lead.

Opposition parties have demanded a thorough investigation but have not raised the possibility of impeaching the president.

Park is in the fourth year of a five-year term and the crisis threatens to complicate policymaking during the lame-duck period that typically sets in toward the end of South Korea’s single-term presidency.

RESIGNATIONS

In response to the scandal, eight of Park’s aides including her chief of staff and three advisers who tightly controlled access to her, have stepped down, her office said on Sunday.

Choi’s lawyer, asked if she was admitting guilt by asking for forgiveness, said she was just expressing her feelings, not stating a legal position. “It wouldn’t be right to take it as any kind of legal statement,” the lawyer, Lee Kyung-jae, told reporters outside the prosecutors’ office.

Park apologised last week for giving her friend access to draft speeches during the first months of her presidency but it did little to deflect demands that the president reveal the full nature of her ties with Choi and whether she enjoyed favours because of her friendship with the president.

Park, the daughter of a former president, Park Chung-hee, said she had consulted Choi with good intentions and Choi was someone “who gave me help when I was going through a difficult time”.

Choi, in her first comments after weeks of reports about her ties with Park, told a newspaper last week she did get drafts of Park’s speeches after Park’s election victory but denied she had access to other official material, or that she influenced state affairs or benefited financially.

Choi’s lawyer said she was in poor health and may be suffering from a heart condition, which he would discuss with prosecutors.

An unidentified man was taken into custody after dumping a container of what appeared to be animal dung at the door of the prosecutors’ office after Choi went in, demanding that prosecutors undertake a proper investigation.

Universal Studios theme park breaks ground in China

Beijing – Construction has begun on a US$7 billion (S$9.75 billion) dollar Universal Studios theme park in Beijing, state media said Monday, as the studio looks to challenge Disney in China’s booming leisure market.

The complex is due to open in 2020 and has secured investment of 50 billion yuan (S$10.3 billion), the official Xinhua news agency said.

China is promoting consumer-driven growth and theme parks are being built in the country faster than anywhere else in the world, with more than 300 projects reportedly funded in recent years.

Mainland China’s first Disneyland opened this June in the commercial hub of Shanghai at a cost of US$5.5 billion.

Another US giant, DreamWorks Animation, is cooperating on an entertainment district in Shanghai.

Last year 21 theme parks opened, according to state-run media, and the National Business Daily newspaper said another 20 are under construction.

Box office receipts in China are booming, with Universal films such as Harry Potter and Transformers big hits among Chinese cinemagoers.

Universal’s three theme parks in the US have become so lucrative that executives are beginning to design movie sets with future theme park rides in mind, executives have said.

The company’s Beijing location will be its third in Asia after Singapore and Osaka. It is also planning a park in South Korea.

As well as a theme park, the four square kilometre complex includes two resort hotels and a retail complex, Xinhua said. Previous reports said it was being built as a joint venture with a state-backed tourism firm.
