Singapore’s police took issue on Sunday with a Reuters report on a public protest over water price increases, saying it presented a “false and misleading” picture of the use of Speakers’ Corner, a designated place for citizens to speak publicly on issues.

The Reuters report said that more than 100 people gathered at Speakers’ Corner on Saturday to protest against a two-step, 30 per cent increase in water prices, sweetened with tax rebates to help lower-income households pay bills.

Large protests are rare in Singapore, but residents are allowed to air grievances at Speakers’ Corner in a small downtown park if they comply with defamation laws and avoid fanning ethnic and religious tensions.

Gilbert Goh, an organizer of the water price hike protest, said in a Facebook exchange with Reuters that some people had told him they were afraid to join the protest. He did not say how many had told him this.

In its statement, the Singapore police said the Reuters story was “clearly an attempt to stoke fears about the use of the Speakers’ Corner and sow distrust of the police.”

“A more objective reporting would have shown that the Speakers’ Corner has been and remains an avenue for Singaporeans to participate freely and responsibly in public speeches and demonstrations,” the statement said.

About 100 gather for water price hike protest at Hong Lim Park

The Reuters report noted that in 2014 six people were charged with creating a public nuisance while protesting against a compulsory tax savings scheme.

The police said the six people involved in that incident were charged after disrupting another event being held on an adjacent lawn.

The upcoming rise in water prices saw about 100 people turn up at Hong Lim Park yesterday to protest against it.

A heavy downpour dampened the start of the protest, which began half an hour behind schedule as people took refuge from the rain and the initial speakers sheltered under an umbrella on stage.

Speakers criticised the Government’s explanation that the cost of producing water has risen and that investments need to be made in water infrastructure.

The hike was announced in last month’s Budget and will take effect in two phases, starting in July.

The rally was organised by career counsellor Gilbert Goh, a former Reform Party candidate in the 2015 General Election.

Former Singapore Democratic Party candidate Paul Tambyah, an infectious diseases specialist, criticised the timing of the hike at a period of “economic hardship”.

He and several others cited comments by Dr Vivian Balakrishnan in August 2015, when he led the Ministry of the Environment and Water Resources.

The minister had said labour and equipment costs had risen since the water price was last raised in 2000, but that there were also improvements in membrane technology and productivity, and given the state of technology and energy prices, there was no need for a price adjustment at that point.

Yesterday, Dr Tambyah asked what had changed since then, noting that Singapore’s per capita water consumption had gone down. “Is it (the hike) because of the massive population increase?” he said.

Financial adviser Leong Sze Hian said the Government’s reasons for the hike “did not hold water”.

The 10 speakers spoke on a small stage decorated with buckets and placards with slogans such as “Pay Until Broke”, a play on the initials of national water agency PUB.

They sought more transparency and criticised Environment and Water Resources Minister Masagos Zulkifli’s comments in Parliament that he could not disclose details of how the price was computed due to commercial sensitivities.

Others, who included National Solidarity Party secretary-general Lim Tean and former presidential candidate Tan Kin Lian, touched on the Central Provident Fund, living costs and foreigners.

SINGAPORE – The lights had come on in the clubs at nightlife complex St James Power Station and partygoers were leaving when they heard shouting at nearly 6am on Sunday morning.

“Someone shouted that a man was being stabbed,” said an eye-witness.

“I turned and saw a bloodied man on the road with his friend,” she told The Straits Times, adding that one man was on the ground while the other fell soon after.

The Police later said two men, aged 28 and 34, were found injured near a nightspot at St James by officers on patrol. The two were taken to Singapore General Hospital (SGH).

“The 34-year-old man is believed to have sustained stab injuries to his head and back, and he was subsequently pronounced dead at SGH on the same day at about 6.45am.

The 28-year-old man had sustained injuries to his head and is currently warded at SGH for medical treatment,” said the Police.

They have classified the case as murder and investigations are ongoing.
