Singapore ties with Germany for 'most powerful' passport: Index

0

Its ranking was upgraded in a passport index by global financial advisory firm Arton Capital after Ukraine extended visa-on-arrival travel to passport holders of countries including Singapore.

SINGAPORE: Singapore has tied with Germany as the country with the most powerful passport in the world after a change in Ukraine’s visa rules, according to a passport index by global financial advisory firm Arton Capital.

The index previously ranked Singapore’s passport as the second-most powerful globally in its last update on Jan 12.

Revisions to Ukraine’s visa rules, which included Singapore among countries whose passport holders only need to obtain visa-on-arrival for travel of up to 15 days, came into effect last Sunday (Apr 16).

This increased Singapore’s total visa-free score from 158 to 159, Arton Capital said on its website.

Germany still trumps Singapore’s score in terms of visa-free travel, however. The Passport Index score consists of a score for visa-free travel and a score for visa-on-arrival, with visa-free travel weighing more, according to the financial advisory firm.

Germany’s score of 159 comprises a visa-free score of 125 and a visa-on-arrival score of 34, while Singapore’s 159 comprises a visa-free score of 122 and a visa-on-arrival score of 37.

Arton Capital, which updates the index every year, specialises in investor programmes for residence and citizenship.

In a similar ranking by the Henley & Partners Visa Restrictions Index released last year, Singapore was ranked joint-fifth in travel freedom for the third year in a row. Germany came up tops in Henley & Partners’ 2016 index as well.

Hollywood studios lose landmark piracy case in Singapore

0

Internet users in Singapore have scored a landmark victory against tactics used by copyright holders fighting alleged piracy.

The Singapore High Court has thrown out applications from two Hollywood studios to compel local telcos to release the details of Internet subscribers who allegedly downloaded two movies: Fathers & Daughters and Queen Of The Desert.

The oral decision delivered at a closed-door hearing on Monday was on the grounds of “insufficient evidence”, the Attorney-General’s Chambers (AGC) told The Straits Times yesterday.

In a rare move, the AGC intervened in civil applications made in the High Court in July last year by Samuel Seow Law Corp (SSLC), the local law firm that represents the two studios.

Queen Of The Desert, which stars Nicole Kidman, is produced by QOTD Film Investment.

Fathers & Daughters, a 2015 movie starring Russell Crowe, is produced by Voltage Pictures – the same studio that went after Internet users here in 2015 for illegally downloading the movie Dallas Buyers Club.

SSLC represented Voltage at the time, and was able to get Singtel, StarHub and M1 to turn over the names, NRIC numbers and addresses of alleged illegal downloaders.

Hundreds of letters were sent out with users told to pay $5,000.

The Straits Times understands that a handful of Internet users settled for an undisclosed sum.

Last year, SSLC again served papers on Singtel, StarHub and M1 to get details of alleged pirates of Fathers & Daughters and Queen Of The Desert, with a list of over 500 offending Internet Protocol (IP) addresses.

The AGC and the Intellectual Property Office of Singapore (Ipos) said they highlighted to the court that SSLC did not submit “sufficient evidence” to show a link between the IP addresses and alleged illegal downloaders.

It was on such grounds that the case was dismissed.

Intellectual property lawyer Cyril Chua of Robinson LLC said: “Many people may be sharing the same Wi-Fi connection. It doesn’t mean that the registrant of the line is downloading.”

On the other hand, Mr Lau Kok Keng, an IP lawyer at Rajah & Tann Singapore, said requiring the rights owner to link the IP address to the actual infringer is akin to “putting the cart before the horse” – copyright holders need to know who the account holder is to ascertain if he is the actual pirate.

Four Leaves bakery stops selling sausage products after maggots reportedly found in bun

0

Facebook user Ms Ivy Yeo on Monday (Apr 17) shared a photo and videos showing maggots crawling in a sausage bun allegedly bought from a Four Leaves’ outlet at Hougang Mall.

SINGAPORE: The Four Leaves bakery chain has stopped selling all products using sausages in all their outlets after maggots were reportedly found in a sausage bun from one of their stores.

Facebook user Ms Ivy Yeo on Monday (Apr 17) shared a photo and videos showing maggots crawling in a sausage bun allegedly bought for her son from a Four Leaves outlet at Hougang Mall.

In a later update on Tuesday, she said that her son had gone to the doctor’s and was referred to hospital, and is resting at home now.

In a statement on Wednesday, Four Leaves director Koji Tanabe apologised for the incident.

“We are taking a very serious view towards this incident. We have since stopped selling all products using sausages in all our outlets,” Mr Tanabe said.

“All Four Leaves’ buns, including the mini chicken sausage buns, are freshly baked daily. and unsold buns will be donated or thrown away on the same baking day; we do not sell overnight buns in any of our outlets.”

He said that the company was working closely with the National Environment Agency (NEA) and the bakery chain’s suppliers to carry out a thorough investigation.

“We have been using the same brand of sausage for many years, and this is the first time we have encountered this problem,” he added.

NEA said that it inspected the outlet following the incident and did not find any hygiene lapses.

“We have inspected the implicated food shop following the feedback, and our investigations have shown that the sausage buns are prepared daily at the outlet in batches to maintain its freshness,” said NEA in a statement on Wednesday.

“There were no hygiene lapses found in the handling and preparation of the sausage buns,” it added. “The premises was well maintained and had no evidence of pests. All the food handlers were also found observing good food and personal hygiene practices.”

It said it would continue to monitor the outlet.

Seletar bus package awarded to SBS Transit

0

This is the third and last package up for competitive tendering with the remaining contracts held by incumbents set to be up for tender once they expire over the next two to 10 years.

SINGAPORE: SBS Transit Ltd (SBST) has won the bid to operate the Seletar bus package, announced the Land Transport Authority (LTA) on Wednesday (Apr 19).

This is the third and last package up for competitive tendering, with the remaining contracts held by incumbents set to be up for tender once they expire over the next two to 10 years.

Under the package, SBST will receive S$480,332,472 from LTA for the five-year contract period, with implementation of services set to begin from the first quarter of next year. This was the lowest of the nine bids received by the authority during its call for tender.

LTA said there will be a two-year extension subject to good performance by SBST.

The company will operate the new Sungei Seletar Bus Depot, which is scheduled for completion in the third quarter of this year.

It will run 24 bus services from Yishun Bus Interchange, Yio Chu Kiang Bus Interchange and Ang Mo Kio Bus Interchange. Two new bus services will be introduced later on.

LTA said all the bids were closely matched in terms of quality and pricing. But it noted SBS Transit had the highest total score.

The first bus tender for the Bulim package was awarded to London-based Tower Transit, with a bid of $556 million.

The second tender for the Loyang package, was given to London’s largest bus operator, Go-Ahead. It had the lowest bid of $498 million.

In China, big cosmetics firms are selling products tested on animals

0

When entrepreneur Phoebe Song launched her organic, vegan skincare line, she had big plans to sell around the world, including in China, the world’s largest consumer market.

But she stopped cold after learning that the Chinese government mandated animal testing for imported cosmetics and skincare products.

“As a vegan brand, we are really not cool with animals getting sprayed in the face,” said Song, who owns Snow Fox Skincare. “It sucks, because China is a huge market … it’s a lot of money.

China requires skincare and cosmetics firms to submit to compulsory animal testing in government labs before regulators approve products for sale in the country. For brands like Song’s Snow Fox, these regulations mean either allowing animal testing, or losing access to a market worth US$29 billion (S$40 billion) last year, according to Euromonitor.

Experts say all firms selling to Chinese consumers now undergo animal testing for their products, including major foreign brands L’Oreal, Estee Lauder, Shiseido, and Proctor & Gamble.

None of those firms, among the top foreign cosmetics and skincare companies selling in China, responded to a request for comment.

Those companies state online that they do not engage in animal testing, but insert language that indicates exceptions are made where required. For instance, Estee Lauder says it “does not test on animals and we never ask others to do so on our behalf,” according to a statement on its website. “If a regulatory body demands it for its safety or regulatory assessment, an exception can be made.”

A 2013 estimate by the People for the Ethical Treatment of Animals found that China’s mandatory regulations resulted in companies testing products on as many as 300,000 animals, according to the organisation’s senior vice president, Kathy Guillermo, who explained that an animal is killed after a test.

While there are alternative ways of testing the safety of beauty products, for instance, by using 3-D tissue models, experts said China currently lacks the know-how.

“They’re just completely behind the curve in learning about the new science,” said Erin Hill, president of US-based Institute of In Vitro Sciences, which is training Chinese government scientists in new methods. IIVS also partners with companies, including foreign brands in China, to work on non-animal testing procedures.

Some change is happening: Late last year, the government moved to accept safety data collected through a non-animal test method, the 3T3 phototoxicity assay, which measures the safety of a chemical after exposure to light. The government hasn’t said if this test is yet in use.

And in some provinces, companies domestically manufacturing ordinary products, like lotion and soap, can now apply to waive the animal testing requirements.

L’Oreal is one of the firms taking advantage of this, and some of its products, such as shampoo and body wash, are no longer animal tested in China, according to its website.

But China’s murky regulatory environment is difficult to navigate and experts said getting such approvals can be spotty.

“It’s a big task to make this shift – it comes down to having the right laboratories, the people skilled in these different methods, and also access to the equipment and the supplies you need,” Hill said.

Pressure is increasing for China to adapt, as animal testing gets banned in more jurisdictions, including Europe, Australia, India and Israel. In the US, it has long been abandoned from standard practice.

Plus, if domestic Chinese firms want to sell abroad – especially in countries where such testing is no longer allowed – they’ll need to substantiate the safety of their products via non-animal methods.

National regulator China Food and Drug Administration didn’t respond to a request for comment.

For Hong Kong-based Song, she’s simply decided not to sell her vegan products in China at the moment, despite the market potential. But sticking it out means sometimes, consumers don’t cut her much slack.

“They say, ‘you’re supposed to be a big global brand – what global brand doesn’t have sales channels in China?” Song said. “And we have to explain it’s because we really don’t want to torture some bunnies.”

Running group apologises for security scare at Woodleigh MRT station

0

The Seletar Hash House Harriers apologised on behalf of three of its members for the alarm and inconvenience caused by Tuesday’s incident at Woodleigh MRT station.

SINGAPORE: Local running group Seletar Hash House Harriers apologised on Wednesday (Apr 19) for causing alarm and inconvenience in Tuesday’s (Apr 18) security scare at Woodleigh MRT station.

The group said in a press release that three of its members were marking a trail for a run scheduled for Tuesday evening.

The trio were planning a running route run that planned to take runners from Bidadari towards Woodleigh Close and they chose to use the MRT underpass as it provided the safest way to cross Upper Serangoon road, the statement said.

Police arrested one of the trio, a 69-year-old man for causing alarm, while the remaining two men, aged 53 and 70, assisted police with investigations. Their actions had triggered a temporary closure of the MRT station for about three hours.

According to the Seletar Hash House Harriers, the trio had left baking flour at three to four points within the station’s premises. This was part of marking a hash running trail – a practice which typically involves using flour, chalk or tissue to mark out a trail for runners.

“Upon learning of the subsequent investigations at Woodleigh station, our three members stepped forward immediately to identify themselves and have cooperated fully with the authorities. They are sorry that their actions caused public alarm and inconvenience,” the group said.

“In retrospect, they should not have placed any markings in the station, and should have used directional signs instead outside of the station,” it added.

The group said that it organises weekly runs for its members and is just one of eight or nine Hash chapters in Singapore.
