Toa Payoh HDB fire: SCDF explains deployment of vehicle which ‘encountered difficulty’ entering estate

SINGAPORE: One of the emergency vehicles deployed to the scene of a recent fire at a Toa Payoh flat at The Peak had “encountered difficulty” entering the estate due to space constraints at one entrance, said the Singapore Civil Defence Force (SCDF) on Wednesday (Sep 9).

Under the 2007 Fire Code which applied to the building plan for The Peak when it was constructed, designated entry and exit points were in place for emergency vehicles. 

However, the fire code back then did not require signage to indicate designated entry and exit points, said SCDF, adding that the vehicle, known as the Combined Platform Ladder (CPL), “inadvertently attempted to enter the estate” using the designated exit for emergency vehicles.

“The designated exit allowed for a sufficient turning radius for emergency vehicles to exit, but not for entering, due to other infrastructural constraints such as a linkway roof and road divider curbs,” said the SCDF in a media release.

“The CPL therefore was unable to enter via the designated exit as it did not have a sufficient turning radius and clearance.”

Three people were taken to hospital as a result of the fire which broke out in a 20th-floor flat in the early hours of Aug 29. About 300 residents were evacuated.

A total of 11 emergency vehicles were deployed. The other vehicles which used the designated entry were able to reach the site without any issues, said SCDF on Wednesday.

It noted that under the updated 2018 Fire Code, developments are now required to put up signages to clearly mark designated entry and exit points for emergency vehicles, but such requirements are not applied retrospectively.

“Nevertheless, to prevent the recurrence of such incidents, SCDF is working with the Housing & Development Board (HDB) to place signages at such designated entry and exit points for emergency vehicles at “The Peak”, and at other HDB developments that similarly have such designated entry and exit points but do not have such signages,” it said.

BUILDING’S WET RISER WAS NOT FUNCTIONING

SCDF said it was responding to media queries and online feedback about the incident, and explained its use of hose reels instead of water jets to fight the fire.

During the operation on Aug 29, SCDF discovered that the block’s wet riser, to which water jets are connected, was not functioning.

“As a general practice, both hose reels and water jets are deployed simultaneously in firefighting operations,” said SCDF on Wednesday.

“In the case of the fire at The Peak, SCDF officers could promptly enter one of the affected units to rescue two trapped persons with the use of hose reels. The fires at both HDB units were effectively extinguished using the hose reels.”

Hose reels are generally faster to operate but have a lower flow rate, which makes them more suitable for smaller fires or incidents which require fast responses, SCDF explained. 

Water jets, on the other hand, have a higher flow rate but require more time to set up. 

SCDF said a notice was issued to the Bishan-Toa Payoh Town Council on Sep 4 about the wet riser system, and that issue has been fixed. 

“SCDF is still investigating the cause of the malfunction and will take further enforcement action against the responsible parties where necessary,” it added.

Netizens bewildered by fitness group hogging Fort Canning carpark lots

From Zoom exercises to slashed fitness class sizes, many of our workouts have been looking a little different.

But out of left field, even for Covid-19 times, was a group of fitness enthusiasts who took to an unusual location for their sweat sesh — the carpark at Fort Canning Park.

The unconventional workout session was captured on the dashcam of an unsuspecting driver who posted the video on Facebook page SG Road Vigilante today (Sept 9).

The footage showed about nine people spread out around the carpark, engaged in various exercises including bicycle crunches and mountain climbers.

Each person occupying a single parking lot, the group also had equipment such as water bottles and towels scattered around. A woman was also seen pacing around the group and appeared to be supervising them.

This was despite the open lawns and walking trails available at Fort Canning Park a stone’s throw away.

SFA takes action against prata stall after staff seen 'using same hand to handle raw and cooked food'

The Singapore Food Agency (SFA) is taking enforcement action after an employee at a prata stall at Block 19 Ghim Moh Road was seen ‘using the same hand to handle both raw and cooked food’.

Stomp contributor Sim alerted Stomp to the incident that happened on August 19 and shared photos of what he saw.

“Not only was the staff member using the same hand to handle both raw and cooked food, he was also not wearing his mask properly,” Sim said.

“When other customers reminded him to wear his mask properly, he told them: ‘No one will catch me. Only I will catch them.’

“I also noticed that after he collected money from me, he used the same hand to touch the prata. That is very unhygienic.

“I have reported this to SFA.”

In response to a Stomp query, a spokesman for SFA said: “During the Covid-19 period, F&B establishments must implement Safe Management Measures and comply with the Covid-19 (Temporary Measures)(Control Order) Regulations.

More than S$600,000 worth of drugs seized in raid, 2 people arrested

SINGAPORE: Two Singaporeans were arrested for suspected drug activities in a Central Narcotics Bureau (CNB) operation, during which about S$640,000 worth of drugs was seized, the CNB said in a news release on Wednesday (Sep 9).

On Tuesday afternoon, CNB officers arrested a 30-year-old man for suspected drug trafficking activities in a residential estate at Boon Lay Drive.

He was taken to his home in the same estate, where a 28-year-old woman was arrested as well.

Officers searched the unit and seized up to 24 packets and bottles containing a total of 1,203g of Ice, about 10g of cannabis, about 512g of ketamine, 669 Ecstasy tablets and 7,502 Erimin-5 tablets.

They also found packaging materials and S$8,680 in cash.

In a subsequent search of the man’s vehicle, officers also found three bundles containing about 1,500g of heroin.

“The total amount of 1,500g of heroin seized is sufficient to feed the addiction of about 715 abusers for a week, while the total amount of 1,203g of Ice seized is sufficient to feed the addiction of about 690 abusers for a week,” CNB said.

Investigations into the drug activities of the suspects are ongoing.

Man’s body found in Pang Sua Pond in Bukit Panjang; police investigating

SINGAPORE: Police are investigating the death of a 65-year-old man who was found in Pang Sua Pond in Bukit Panjang on Wednesday morning (Sep 9). 

The police said they received a call at about 5am for assistance at 101 Bukit Panjang Road.

The Singapore Civil Defence Force (SCDF) said it also received a call for water rescue assistance at around the same time.

“Upon SCDF’s arrival, there was no sign of the person,” it said.

Divers from the Disaster Assistance and Rescue Team (DART) were deployed to perform an underwater search. They later retrieved a body about 30m from the shore.

“The man was pronounced dead at scene by an SCDF paramedic,” said the police.

“Preliminary investigations do not suspect foul play,” they added.

Imran Rahim drops legal action against Charles Yeo for sexual misconduct allegations

Weeks after their social media drama — which involved some serious allegations — lawyers Charles Yeo and Imran Rahim said they have buried the hatchet.

Imran will be discontinuing legal proceedings against Yeo, who accused him of sexual misconduct, and has tendered his resignation at his law firm to focus on his family, he told Today on Tuesday (Sept 8).

On his part, Yeo has agreed not to publish new posts on the matter, Imran said.

Following lunch the same day with both parties’ lawyers in attendance, Yeo shared a statement on his Instagram Stories announcing that he and Rahim had resolved their differences and wished each other well.

He also added that he “had not endorsed the allegations”.

Yeo, who is also the chairman of the Reform Party, declined to comment when AsiaOne approached him for more information.

Apple Marina Bay opens on Sept 10 — here's what it's like inside the world's first floating Apple Store

In the early days of Marina Bay Sands when folks were still awestruck about the brand new luxury hotel that popped up along the Singapore River, there was a swanky superclub called Avalon. And it shut down for good in 2013 after just two years in operation. 

These days, something entirely new has taken up residence in its stead — and I don’t think it’s going away that soon, even in this economy. 

It is, as you can tell already, Apple’s newest retail store in Singapore; its third one after setting up base in Orchard Road and Jewel Changi Airport. And it’ll be officially open come Thursday (Sept 10).

Former maid of CAG chairman walks free after last charge cleared

The former domestic helper of the Changi Airport Group (CAG) chairman walked out a free woman yesterday after she was cleared of her last charge.

Accompanied by lawyer Anil Balchandani and supporters, Indonesian Parti Liyani was granted a discharge amounting to an acquittal for the fifth charge, which accused her of possessing fraudulently obtained items.

This comes four days after she was acquitted of four other theft charges, where she was accused of stealing a voluminous number of items from her former employer’s household, such as clothing, bags and watches.

At the State Courts yesterday, Mr Balchandani asked for the items pertaining to the fifth charge to be returned to Ms Parti.
