随着我国经济增长放缓，底层员工面对的薪金停滞不前，也将冲击更多中阶层收入者，导致社会收入差距扩大。政府、社区伙伴和学术界须更紧密合作，加强社会科学研究、政府政策及落实援助计划之间的联系，让弱势群体获得更有效的支援。荣誉国务资政吴作栋昨天在新加坡国立大学社会服务研究中心（Social Service Research Centre）举办的"援助新加坡低收入家庭：挑战与创新"研讨会上致词时也呼吁，政府机构应进一步公开官方数据，推动社会科学研究。他说："良好数据是促成优秀研究的重要元素，而优秀的研究能改善现有政策，为新政策的制定提供建议。政府机构应意识到，优秀的社会科学研究和制定有效政策，两者目标一致……社会科学研究资料也应通过更多平台，更广泛地与社会科学和人文研究界分享。"吴作栋说，经济转型短期内带来痛楚，将对社会凝聚力造成考验，而在新加坡面对各种复杂挑战之际，社会科学研究对协助人们应付这些挑战，将扮演重要角色。另一方面，学术界进行研究项目，必须是政府和社会服务领域可实际推行的，吴作栋对社会服务研究中心与志愿福利团体和政府机构合作，表示欣慰。如发现政策盲点应提出反馈吴作栋也鼓励社会服务领域和社区伙伴，对政府还未发现的问题或政策盲点提供反馈。"社区伙伴也应该与学术界携手找出对弱势群体最有效的援助方法。研究学者与社区伙伴合作过程中，则可探讨援助计划如何能更有效执行，让社区伙伴提升服务和做出改进。"吴作栋指出，政府机构单单为志愿福利团提供资源，这已经不足够。政府机构必须与社区伙伴合作，确保各项援助措施能及时和有效地推行。社会服务中心和建国一代办事处，都是公务员与社区携手帮助弱势家庭的例子。约300名学者和社会工作者出席昨天的研讨会。数名研究员和志愿福利团体社工就援助低收入家庭的相关研究进行分享。南洋理工大学人文与社会科学学院副教授张优远发表的研究，探讨平衡工作与家庭责任，为何对低收入家庭来说往往遥不可及。张优远说，人们谈及工作与生活平衡，一般着眼于中等收入阶层，忽略低收入家长面对复杂的挑战，导致他们得在照顾孩子方面做出牺牲，才能保住一份工资微薄的工作。物质条件较好的家长因有能力聘请女佣或有家庭支援，能更好地兼顾家庭与工作责任。她认为，政府应检讨要求低收入妇女必须工作，才符合条件申请额外托儿津贴的政策。"援助计划的目的如果提升社会流动性，就不应忽略低收入家庭缺乏中等收入家庭享有的资源……政策应让低收入人士在改善生活方面有较多选择，确保工作和生活平衡不只是中等收入家庭的特权。"Get the full story from Lianhe ZaobaoCategory: NewsSingaporePublication Date: Friday, April 22, 2016 - 11:38Send to mobile app: Byline: 许翔宇
